Development of a suite of Governance Māori Qualifications

NZQA Māori Qualifications Services (MQS) is working on developing New Zealand Qualifications in Governance Māori.

To ensure these qualifications meet the current and future needs of tauira Māori, NZQA is seeking feedback from interested groups/parties on these governance qualifications.

Draft governance qualifications

What we want from you:

  • your feedback as an NZQA entity, training provider, whānau, hapū and iwi on the three qualifications listed
  • what, if any, outlines have been left out of the three graduate profiles
  • tikanga concepts you believe should be developed or added to the graduate profiles
  • aspects of knowledge and skills you believe should be developed or added to the graduate profile.

Consultation on the Governance Māori Qualifications

Work on developing the New Zealand qualifications in Governance Māori is in accordance with the following NZQA documents Requirements for listing and maintaining qualifications on the New Zealand Qualifications Framework (PDF, 303KB) and Guidelines for approval of qualifications at levels 1-6 for listing on the New Zealand Qualifications Framework (PDF, 537KB).

The development of these qualifications comes as a recommendation from the Māori Economic Development Forum (MEDF) whose role, for NZQA, is to identify qualifications that lead to accelerated Māori economic capability, Maori economic growth and recommend areas for Māori development.

Following a series of kanohi-ki-te-kanohi hui with targeted groups throughout the greater Wellington area and Te Awamutu, from February to March 2011, two hui were called to begin the Pre-development phase of these qualifications.

The scope of the initial two Pre-development hui were to:

  • discuss the needs for qualifications in the area of Governance Māori and shape the future landscape of qualifications in Governance Māori,
  • draft the strategic purpose of the qualifications,
  • draft the graduate profiles, and
  • gain endorsement from stakeholders to support or participate in further development of the qualifications.

  • The Māori Trustee
  • Federation of Māori Authorities
  • NZQA Whakaruruhau – Māori Business and Management, Whakairo, Environment Māori, Wāhi Tapu, Tourism Māori
  • Te Wharekura o Rakaumangamanga
  • Te Kooti Whenua Māori
  • Iwi representation and Practitioners
  • Governance consultation Group

Further consultation was held with:

  • Ministry of Women’s Affairs
  • New Zealand Schools Trustees Association
