New operating requirements for NZQF

Changes to the requirements governing certificate and diploma qualifications at levels 1-6 on the New Zealand Qualifications Framework (NZQF) have been announced.

The changes streamline and simplify the system with one set of requirements for all qualifications at levels 1-6 on the ten-level NZQF.

Details about how the recently established framework will work have been determined following extensive consultation with the sector. There is widespread support for the objectives of the new approach.

Key features include:

  • All qualifications to contain a graduate profile spelling out the knowledge, skills and attributes of a graduate and further education and employment pathways
  • A system of consistent, simple titles with the use of "New Zealand" in the titles establishing a way of distinguishing quality assured qualifications; the use of "National" (except for NCEAs) and provider names in qualification titles to be phased out over time
  • A requirement for education providers and standard-setting bodies, such as industry training organisations, to formally consult each other when developing qualifications
  • A new pre-development approval stage to ensure new qualifications do not duplicate existing ones.

The new requirements, which incorporate the need for both consistency and flexibility, will stop the duplication and proliferation of qualifications.

They are also designed to ensure that New Zealand has a simple, coherent qualifications system that meets economic and social needs and is easy to understand. The increased focus on graduate outcomes brings the structure of New Zealand qualifications into closer alignment with qualifications frameworks in other countries, making it easier to compare qualifications across countries.

The changes have the support of Business New Zealand, the Industry Training Federation, the Council of Trade Unions, Department of Labour, Tertiary Education Commission, Ministry of Education, and key education sector representatives.

The Targeted Review of Qualifications

The changes follow a 2009 review which found that the New Zealand qualifications system at certificate and diploma level had become complex and difficult to understand for both learners and employers. The review identified increasing proliferation of certificates and diplomas, with education providers and ITOs often developing duplicate qualifications. In 2009, New Zealand had 5,937 registered qualifications, 76 per cent of which were certificates and diplomas, mostly in vocational areas. For example, there were 74 Hairdressing and 96 Tourism Studies certificates.
