Assessment and Examination Rules and Procedures for Home Schools 2012

  1. Home-schooled students and other persons who are not enrolled in a school are eligible to be assessed against standards on the New Zealand Qualifications Framework only through a school with consent to assess.
  2. There is no obligation on the part of any school to act as a link school for home-schooled students wishing to enter for NZQF assessment.
  3. Applications for home-schooled students wishing to enter through a link school must be made on the appropriate form.
  4. Associated administrative costs are a matter for negotiation between the candidate and the school.

  5. Entry and Eligibility

  6. The home-schooled student must meet all entry and eligibility criteria as specified in the Assessment and Examination Rules for Schools with Consent to Assess for the year in which entry is made.
  7. A home-schooled student who wishes to enter for Scholarship and has not completed their secondary education in a previous year must establish a link with a school with consent to assess and attest to their eligibility through a Justice of the Peace.

  8. Administrative Requirements

  9. Before accepting an entry for any unit or achievement standard, the school's Principal's Nominee must be satisfied that:
    1. the assessment programme undertaken by the home-schooled student is fair, valid, reliable, consistent and at the national standard
    2. all work presented for assessment is authentic.
  10. All relevant internally assessed work must be moderated by the link school.
  11. The link school must carry out the necessary administration tasks for entering home-schooled students in examinations.
  12. The home-schooled student's results must be processed along with those from the link school.

  13. Costs

  14. A school which agrees to perform the linking or any other services for students who are home-schooled may make such arrangements with the student(s) as necessary, to provide those services.
