Change to university entrance requirements for students intending to apply for admission to German universities from 2017

A change has been made to the numeracy requirement as part of the minimum admission requirements for German universities from 2017.

This information applies to students completing the National Certificates of Educational Achievement (NCEA) Level 3 and New Zealand University Entrance from 2016, and who intend to apply for admission to universities in Germany from 2017 using their NCEA Level 3 and New Zealand University Entrance results.

The Standing Conference of the Ministers of Education and Cultural Affairs (Kultusministerkonferenz or KMK) of the German states (Länder) has formally adapted its minimum recognition requirements for NCEA and New Zealand University Entrance to better align with Germany’s Abitur requirements.

The minimum admission requirement for German universities from 2017 are as follows:

NCEA Level 3

60 credits at Level 3 or above plus 20 credits at Level 2 or above in at least five distinct subjects including English (or Te Reo Rangatira) and Mathematics (or Calculus)

University Entrance

14 credits each in three approved subjects at Level 3

Literacy

10 credits at Level 2 or above in English (or Te Reo Rangitira) made up of 5 credits for reading and 5 credits for writing

Numeracy

14 credits in Mathematics (or Calculus) made up of  7 credits at Level 3 and 7 credits at Level 2 or above*

*new requirement

It should be noted that the numeracy requirement for entry into German universities from 2017 are more stringent than those of New Zealand University Entrance. Therefore, achieving New Zealand University Entrance does not mean that the requirements of German universities have been met.

A table comparing KMK’s minimum requirements from 2017 against current German and New Zealand requirements for admission to university is attached (PDF, 426KB).

NZQA provides an Overseas Results Notice that has been specifically developed for international full fee-paying students who are German citizens, to help German authorities and institutions understand students’ NCEA results. This is automatically available to international full fee-paying students who are German citizens from their NZQA learner log-in. Other students may request this notice if needed by contacting NZQA at prs@nzqa.govt.nz.

Students completing NCEA Level 3 and University Entrance from 2016 are advised to read the requirements listed on KMK’s Anabin webpage which will be updated in September 2015 to reflect these changes.

For a list of corresponding NCEA subjects approved for Abitur, the German school-leaving qualification for students intending to study at university, please refer to NZQA’s website.
