Changes to US 26625 to include users of NZ sign language

In response to feedback from the New Zealand deaf community, NZQA has revised the literacy US 26625 "Actively participate in spoken interactions".  

Changes made to the purpose and explanatory note 1 clarify that it can be achieved by users of New Zealand Sign Language (NZSL). 

Explanatory note 5 describes the conditions for assessing groups of NZSL users.

Amendments to the standard do not affect the outcome.
