Mutually Exclusive Level 1 Standards and Transition for 2011

This document describes the arrangements for 2011 relating to standards that will be mutually exclusive in terms of contributing to qualifications.    

The Ministry of Education and NZQA are managing the Alignment of Standards with the New Zealand Curriculum project.  As a result of this project, many Level 1 standards have changed. There will be:

  • new achievement standards that will be introduced for use in 2011
  • existing externally assessed achievement standards that will expire on 31 December 2010
  • existing internally assessed achievement standards that will expire on 31 December 2011 
  • existing unit standards that will expire from 31 December 2011.  

“Expire” means students cannot be assessed against these standards after this date.

Many of the new achievement standards assess similar outcomes to existing standards.  This is known as duplication.  Where two standards assess the same outcome they are mutually exclusive. Credits from only one of a pair of mutually exclusive standards can count for an NCEA certificate. This same rule applies to other qualifications on the New Zealand Qualifications Framework to which standards can contribute.

The NZQA website lists the new achievement standards that will be introduced in 2011.  Alongside each new achievement standard is listed any existing duplicate standards that are considered to be mutually exclusive.  Credits from the new achievement standard, or credits from the existing standards, but not from both, can contribute towards a qualification in 2011.

Please note that the new reviewed achievement standards are identified on this list by their subject reference field, eg Accounting 1.1.  Once the standards are registered in November this year, they will be identified by their 5-digit ID numbers.  These are not yet available.  The current externally assessed achievement standards will expire in December this year and will not be available in 2011.  As such they are not included on this list.

There will be an updated transition exclusion list published next year for 2012.
