Revised advice for German students intending to study at German universities
The Standing Conference of Ministers of Education and Cultural Affairs (Kultusministerkonferenz, KMK) of German states has advised NZQA that, because of German legal requirements, the implementation of the procedure for the conversion of National Certificate of Educational Achievement (NCEA) Level 3 results for Abitur has to be delayed by a year. This advice supersedes advice in the previous circular S2011/013
Revised Timeline
The new procedure will apply to students who gain university entrance from 2012 results and thereafter. In due course, NZQA will advise schools and students on how the results of the conversion will be provided for use in university applications. The new procedure does not apply for students who will complete study in 2011.
Current minimum requirements
The current German recognition requirements for university entrance for students wishing to study at German universities remain the minimum requirements in the interim.

NZQA strongly recommends that students intending to study at German universities consider the advice for university study in Germany provided on our website. University entrance in Germany is very competitive and NZQA’s advice is designed to ensure students returning to Germany have the best chance of getting into their chosen course.
Students are advised:
- they should aim to achieve at least 90 credits at Level 3
- achieve as many Merits and Excellences as possible
- they need to achieve across 5 subjects
- their programme of study should closely follow the Abitur requirements
NZQA will continue to work with KMK to ensure a smooth implementation of the new arrangement for German students intending to study at German universities from 2013 onwards.
