Do I need to apply for course approval and accreditation?

Application requirements

If you have developed a course, but do not intend delivering it, you can apply to NZQA for course approval only. If other providers wish to deliver your course, you will need to ensure they can. They will also need to apply to NZQA for accreditation to deliver your course.
Conversely, if you arrange with another organisation to deliver their approved course, you must apply to NZQA for accreditation to deliver that course.
Use the following table to determine whether the course you wish to deliver will need NZQA approval and accreditation.

- To assess against unit standards, providers must gain National Qualifications Framework (NQF) accreditation for all unit standards assessed in a course. NQF accreditation requires a separate application to course accreditation. Any NQF accreditation application must be approved before completion of a course accreditation application.
- Providers must gain course approval and accreditation to be eligible for Tertiary Education Commission (TEC) Student Component Funding, or for their learners to be eligible for student allowances and loans. Providers must complete TEC QualCheck before applying to NZQA for course approval and accreditation.
- To enrol international learners providers must also be signatories to the Code of Practice for the Pastoral Care of International Students.
- Where legislation requires it, a course must be approved and providers accredited to deliver it. These include courses leading to teacher registration, social worker registration and nursing registration.
If you need both course approval and accreditation, and NQF accreditation, you will need to complete two separate applications: |
Exemptions for course approval
Recreational-type courses that are delivered by private training establishments to international learners and are less than three months duration may be exempt from course approval. Providers must apply to NZQA for such an exemption.
