NZQA conducts audits to monitor the performance of education organisations.
What happens if I don’t meet all the requirements of QA Standard One at my audit?
NZQA has wide-ranging legislative powers to set conditions on registration, course approval and accreditation. It may also cancel the registration of providers who are found to be significantly non-compliant with QA Standard One. Sections of the Education Act 1989 (the Education Act) that apply are:
- s255A - Compliance notices
- s258A - Conditions on course approvals
- s259A - Conditions on accreditation of provide approved courses
- s236AA - Conditions on registration
- s237 - Cancellation of registration
- s258, s259 - Withdrawal of approval and accreditation.
A number of options are available to NZQA when determining the appropriate action to be taken for non-compliant providers. The option chosen depends on the degree of risk posed and is based on documented guidelines.
Low-medium risk non-compliance:
- monitor the action plan process as part of the post-audit follow-up
- set conditions under s236AA, s258A and s259A of the Education Act. Conditions are reviewed at the next audit and may be amended or removed.
High-risk non-compliances:
- issue a compliance notice under s255A of the Education Act
- initiate the cancellation of registration process under s237 of the Education Act
- initiate the withdrawal process for course approval and accreditation under s258 or s259 of the Education Act.
Non-compliances contribute to the audit cycle decision to confirm ongoing registration and the time until the next audit.
