Below are some points to keep in mind when developing a quality management system (QMS).
A policy states a position or viewpoint on a subject. A procedure explains how the policy is to be implemented.

Level of procedural detail
The level of procedural detail depends on the nature of the task and the degree of flexibility that is acceptable. Health and safety procedures are often very prescriptive with little room for variation because of risk to life and limb. In other circumstances the organisation may encourage a variety of approaches provided the outcome is achieved. For example, team leaders may be required to develop an annual management plan with measurable objectives. How the plan is developed or what methodology is used is up to them - it is not prescribed in the QMS.
Example A policy on course review might state that all courses are to be reviewed annually by the academic team, with changes approved by management. The procedure will explain how the policy will be implemented. It will include:
