Fees and charges

The Quality Assurance Division (QAD) is a cost recovery group of NZQA. As such, it charges educational organisations for the cost of quality assurance activities. Costs are recovered through three primary mechanisms:

  • A standard hourly charge-out rate of $150/hour (GST excl)
  • An annual fee charged to certain providers
  • On-charging of work undertaken by external contractors and specialists.

Applications

Application fees apply to all education organisations. The details are in the respective sections for application.

Applications are billed monthly as they progress. Charges include all time spent by QAD staff and external specialists relating to a particular application. This work covers allocation, planning, analysis, fieldwork, reporting and decision-making. Administration activity carried out by the operations team is not charged.

QAD uses a number of external specialists for different purposes. Charging for this work is variable and depends on the nature of the work and the fees structure for various activities within NZQA.

Other services

Other activities undertaken by QAD, such as external evaluation and review, audit and degree monitoring, also attract fees and charges. Details of these can be found in the sections dealing with the respective activities.

As noted above, some tertiary education organisations are also subject to an annual fee. This covers activities that benefit the whole sector but cannot be charged to individual organisations.

QAD will ensure that all billing and annual fee activities are accurate and timely. This will be achieved through careful time recording and database management.
