What is National Qualifications Framework Moderation?
The purpose of moderation of assessment is to ensure that:
- assessments are consistent with the national standard
- assessments are fair and valid
- assessors are making consistent judgements about student or candidate performance.
National moderation systems ensure that all assessment decisions made across all accredited providers are consistent. Where there is an ITO, the moderation system is run by the ITO. NZQA runs other moderation systems, including moderation for general education subjects (mostly offered in schools).
External moderation is a process which helps to ensure that standards based assessment is consistent nationally.
Internal moderation is the responsibility of individual providers and ensures consistency of assessment among assessors on single sites and across multi-site providers.
NZQA provides information and guidance to providers each year on the operation of the moderation process. Information and guidance is supplied when a provider notifies NZQA that they intend to assess unit standards.
Subject specific information is supplied, as necessary, by the Authority or by national moderators.
