Tertiary Reforms

A progress report

The Government's tertiary education reforms require closer links between planning, funding, quality assurance and performance monitoring. These will assist the Tertiary Education Commission in making its investment decisions for tertiary education.

NZQA has the role of developing a new quality assurance system in line with the decisions laid out in the December 2006 Cabinet paper. Cabinet has agreed to a single overall framework of self-assessment and external evaluation and review for the tertiary sector that will support a culture of continuous improvement.

An Expert Advisory Group has been established to provide advice on the development and implementation of a robust quality assurance system that supports the tertiary education reforms. Report of the Quality Assurance Expert Advisory Group to the Minister for Tertiary Education, November 2007 (below). This summation of the EAG's advice during 2007 provides a basis for understanding the evaluative approach to quality assurance that NZQA is leading the development of in conjunction with the sector.

The development of the systems for self-assessment and external evaluation and review will be based on evaluation theory and practice. Every effort is being made to engage the sector in the developments.

The documents below are for discussion only - they do not represent NZQA policy at this stage.

The material is released as part of NZQA's strategy to involve interested parties in the development of self-assessment and external evaluation and review.

As thinking, consultation and work progresses these papers will be replaced by updated versions.

July 2007 Cabinet Paper Released

The latest Cabinet paper updating progress on the Quality Assurance and Monitoring System to support the Tertiary Reforms has now been released.

The paper provides details of the proposed system including accountability arrangements, the development of a system of self-assessment and review, the timing of a trial of the new approach and the regulatory implications of the changes.

Consultation

Thank you to all those who provided feedback to Phase I. Your contributions have now been collated into a brief report.

A second phase of consultation will seek your input on more detailed aspects of the new system and this phase will take place in the second half of this year. Further details will be available soon.
