Quality assurance and registration of qualifications

The information in this section is designed to assist standard setting bodies (SSBs) with the Framework Registration quality assurance process for national qualifications. You can skip to a specific section by selecting one of the following headings.

Registration Criteria

SSBs are responsible for the quality of the national qualifications submitted for registration on the NQF. The Framework Registration quality assurance process involves an evaluation of the qualifications against the registration criteria and a compliance check to ensure that any issues raised in the evaluation have been addressed.

The Registration Criteria for National Qualifications Framework Qualifications focus on qualifications being attainable, clear in purpose, and well designed, as well as general editorial and formatting matters.

Documentation requirements

Applications for registration must be accompanied by the documents set out below.

The documentation requirements depend on the type of submission. The different categories are New, Review, and Revision. For more information on these categories see Review Process for NQF standards and qualifications.

Qualifications must be submitted in the format set out in the template. The standard of formatting required is set out in the Formatting Guide - it indicates where text and tabs are to be placed, spacing, and how text is to be displayed.

Classification requirements for the New Zealand Register of Quality Assured Qualifications - Te Āhurutanga

Since the development of the KiwiQuals website for the New Zealand Register of Quality Assured Qualifications - national qualifications need a classification in the NZ Standard Classification of Education - Field of Study (NZSCED) system as well as the NQF classification system.

To assign national qualifications to NZSCED classifications within a very short timeframe, the initial exercise was undertaken by Framework Registration.

SSBs are now being asked by Framework Registration Evaluators to confirm the assigned NZSCED classification for registered qualifications, or to propose an NZSCED classification for new qualifications.

The qualification template has been amended to include classification data required for the Register. The complete NZSCED set of classifications can be accessed from the Ministry of Education website .

Guidance and Examples for NQF Qualifications

This publication provides guidance and examples for compiling and presenting the contents of national qualifications.

The section numbers in this publication correspond to the same sections in the Registration Criteria for National Qualifications Framework Qualifications.

Each section contains:

  • an extract of the registration criteria that apply - the criteria appear in the grey boxes
  • guidance on applying the registration criteria in practice, and
  • examples of acceptable expression, format, and composition.

Macrons in qualification documents

SSBs that need to include macrons in qualifications can download a Māori Keyboard driver from the downloads section of the Microsoft New Zealand website.

Credit Transfer Arrangements and Australian Training Packages

Following consultation in January to March 2004, the Board of the Qualifications Authority approved the following change to the registration criteria. Section 10, Credit Recognition and Transfer between NQF and Non-NQF Qualifications, was amended to include Australian Training Packages. This change is designed to facilitate the use of Training Packages by SSBs.

Australian units of competency may be specified in a qualification under the heading 'Credit Transfer Arrangements' in order to provide exemptions for candidates who have met Training Package requirements. These exemptions will then be available to candidates for the purposes of award of the qualification.

A checklist is available for SSBs to use when preparing credit transfer arrangements for inclusion in a qualification.
