The MM EQA Framework
On the 1st of February, the NZQA Board approved the refined evaluative tools. They were implemented in May 2012.
The framework includes:
Key Kaupapa Māori principles that underpin the basis for the approach, tools and processes used to arrive at conclusions on the relevance, value and importance of mātauranga Māori qualifications and programmes.
Early engagement to ensure a provider or developer understands the purpose, content and process of MM EQA. Once fully informed, they may then choose to “opt-in” to an MM EQA pathway.
Ngā Taputapu Arotakenga will help NZQAs analysts and evaluators to reach good evaluative conclusions.
Key elements are:
- Ngā pātai tuākana: provide a consistent framework for engaging with a provider or developer, whether at kaupapa, hōtaka, tohu or organisational level. These questions help to explore the important outcomes that ākonga, their whānau, hapū, iwi and communities get from their education and the key processes that contribute to these.
- Ngā pātai teina: these are ‘bite sized’ questions that help answer ngā pātai tuākana by exploring the more specific aspects of the “big picture.
- Ngā whainga: provide a basis for reaching a common understanding of what ‘good” looks and feels like. Ngā whainga include outcomes valued in a mātauranga Māori context and the key processes likely to contribute to their achievement.
- Ngā paearu: provides the means of distinguishing levels of performance. Make clear how much ‘good’ there needs to be to be considered “really good” etc.
Ngā Taputapu Arotakenga also provide a useful resource for providers and developers as a means of identifying what is working well and where improvements can be made. Self assessment is the most important element of the MM EQA.
