Assessment and Certification Rules and Procedures for Secondary Schools - 2008

4.3 Candidate Eligibility

  1. Every secondary school candidate for national qualification must pay the relevant fees to an accredited school or wharekura. The school or wharekura will report internally assessed results to The New Zealand Qualifications Authority. Candidates intending to enter for external assessment, including Scholarship 2008, must enter through an accredited school or wharekura.

  2. In becoming a candidate, each student agrees to abide by these Rules and Procedures and any other rules and provisions made by The New Zealand Qualifications Authority (for external assessment) or by the school (for internal assessment). This includes allowing The New Zealand Qualifications Authority use of candidate evidence presented for examination purposes.

    Eligibility

  3. Any person is eligible to be assessed against a unit or achievement standard who:
    1. meets any specified eligibility criteria for the standard concerned
    2. has not been disqualified from entry
    3. has been disqualified from entry, but has lodged an appeal against that disqualification
    4. has entries for externally assessed standards and/or results for internally assessed standards forwarded to The New Zealand Qualifications Authority by an appropriately accredited school.

  4. A Principal's Nominee may approve a candidate as eligible to be assessed against standards in year 9 or year 10, provided the curriculum requirements specified by the National Administration Guidelines and National Education Goals are not compromised.

  5. Home schoolers and other persons who are not enrolled in a school are eligible to be assessed against standards through an appropriately accredited school. Associated administrative costs shall be negotiated between the candidate and the school.

  6. Under Section 35(B) of the Education Act 1989, schools are required to gain Qualifications Authority approval for any classes, courses or programmes which are intended exclusively or mainly for foreign students.

    Schools seeking course approval are required to submit an application to the Quality Assurance Division of The New Zealand Qualifications Authority that follows the published "Guidelines for the approval of courses for foreign students in schools".
  7. The New Zealand Qualifications Authority may permit assessment, despite the candidate not meeting the eligibility criteria, if extenuating circumstances justify it.

  8. In relation to NQF unit and achievement standards:
    1. there are no prior course completion requirements
    2. candidates can attempt any unit standards or achievement standards. Where a unit standard and an achievement standard are included in the Exclusions List, only one standard will contribute credits towards an NCEA qualification
    3. there is no requirement to enter for a minimum number of credits in any year.


    Scholarship 2008 eligibility

  9. Any person is eligible to enter for Scholarship 2008 who
    1. is enrolled in an accredited New Zealand secondary school or wharekura, in the year of entry. This may include international fee-paying students
    2. has not been disqualified from entry
    3. has been disqualified from entry, but has lodged an appeal against that disqualification.
