4.3 Candidate Eligibility
- Every secondary school candidate for a national qualification must pay the relevant fees to an accredited school. The school will report internally assessed results to NZQA. Candidates intending to enter for external assessment, including Scholarship 2010, must enter through an accredited school.
- In becoming a candidate, each student agrees to abide by these Rules and Procedures and any further rules and provisions made by NZQA (for external assessment) or by the school (for internal assessment). This includes allowing NZQA access to and use of candidate evidence presented for educational purposes, including use as exemplar materials.
Eligibility
- Any person is eligible to be assessed against a unit or achievement standard who:
- meets any specified eligibility criteria for the standard concerned
- has not been disqualified from entry under these rules and procedures
or
has been disqualified from entry, but has applied for a review of that disqualification in accordance with these rules and procedures
and - has entries for externally assessed standards and/or results for internally assessed standards forwarded to NZQA by an appropriately accredited school.
- meets any specified eligibility criteria for the standard concerned
- A Principal's Nominee may approve a candidate as eligible to be assessed against standards in year 9 or year 10, provided the requirements of the New Zealand Curriculum are not compromised.
- Home schoolers and other persons who are eligible but not enrolled in a school may be assessed against standards through an appropriately accredited school. Associated administrative costs shall be negotiated between the candidate and the school.
- NZQA may permit assessment, despite the candidate not meeting the eligibility criteria, if extenuating circumstances justify it.
- For eligible candidates to NQF unit and achievement standards:
- there are no prior course completion requirements
- candidates can attempt any unit standards or achievement standards. Where a unit standard and an achievement standard are included in the Exclusions List, only one standard will contribute credits towards an NCEA qualification
- there is no requirement to enter for a minimum number of credits in any year.

- Under section 35 B of the Education Act 1989, schools are required to gain NZQA approval for any classes, courses or programmes which are intended exclusively or mainly for foreign students.
Schools seeking section 35B approval are required to submit an application to the Quality Assurance Division of NZQA through their School Relationship Manager that follows the published "Guidelines for the approval of courses for foreign students in schools".
Scholarship 2010 eligibility
Any person is eligible to enter for Scholarship 2010 who:
- i. is enrolled in an accredited* New Zealand secondary school, in 2010. This may include international fee-paying students
*this includes students enrolled in an unaccredited school but who make entry via an accredited school through a Memorandum of Understanding that exists between the schools.
or
ii. is a home-schooled, secondary-school equivalent student, has not completed their secondary education in a previous year and makes an entry as a link student through an accredited school and attests to their eligibility through a Justice of the Peace.
and
- i. has not been disqualified from entry under these rules and procedures
or
ii. has been disqualified from entry but has applied for an appeal or review of that disqualification in accordance with these rules and proceduresand
- does not object to NZQA using their names for publicity purposes.
