Assessment and Certification Rules and Procedures for Secondary Schools - 2008

7.1 Award of Certificates

  1. Before 1 February candidates will be sent notification of their results from the previous year. Once results have been notified to candidates, they will be made available to schools via their secure login pages. The New Zealand Qualifications Authority may set alternative dates for the provision of results to candidates in extenuating circumstances.

  2. All credits from standards achieved will be recorded on candidates' Records of Achievement.

  3. An NCEA qualification (Level 1) can be issued to learners who have achieved:
    1. 80 credits at Level 1 or higher including:
      1. eight credits from approved standards for literacy skills and
      2. eight credits from approved standards for numeracy skills.

  4. An NCEA qualification (Level 2) can be issued to learners who have achieved:
    1. 60 credits at Level 2 or higher
    2. 20 credits at any Level.

    Note: These 20 credits may include credits which counted toward the Level 1 Certificate.

  5. An NCEA qualification (Level 3) can be issued to learners who have achieved:
    1. 60 credits at Level 3 or higher
    2. 20 credits at Level 2 or higher.

    Note: These 20 credits may include credits which counted toward the Level 2 Certificate.

  6. An endorsed certificate can be issued to learners who have achieved
    1. 50 credits at Merit or Excellence at the same level, or higher, on the National Qualifications Framework (NQF) as the certificate being awarded will qualify for a merit endorsement.

    2. 50 credits at Excellence at the same level, or higher, on the National Qualifications Framework (NQF) as the certificate being awarded will qualify for an excellence endorsement.

    3. Credits can be accumulated over more than one year for the purposes of certificate endorsement

    4. In any one year a learner will be awarded an endorsed certificate only at the highest level of endorsement recognised that year.

  7. NCEA certificates: All secondary school students who are candidates for NQF assessments have paid for their certificate as part of their fees and do not need to make a separate application. The certificate will be issued upon confirmation of eligibility as part of the bulk distribution to all candidates from that year.

  8. Learners eligible for an NCEA award at two or more levels in any one year will be sent the certificate for their highest level of achievement. Learners who are not eligible for an NCEA award based upon a single year's achievement and who earn further credits toward the qualification in a subsequent year must apply for the certificate when they become eligible. Certificates will not be issued automatically to learners in this position. The cost of a certificate applied for outside any scheduled bulk distribution is $15.00. This fee must be sent with a completed application form to The New Zealand Qualifications Authority.

  9. Other NQF national certificates or diplomas will be issued to learners provided they are eligible, after receipt of an application form and payment of a fee.
