Summary of review and consultation process

 

During the review of Special Education unit standards in 2003, it was noted that unit standard 7304 was used extensively by Early Childhood Education providers as it was an integral part of the National Certificate in Early Childhood Education and Care (Level 5) [Ref: 0430].  Early Childhood Educators on the review panel commented that this unit standard would fit better in the Early Childhood Education and Care subfield.

 

At a meeting of the Early Childhood Education Standing Sector Advisory Network (SSAN) in May 2004, the request for transfer to the Early Childhood Education and Care subfield was tabled and endorsed by the Standing Sector Advisory Network for Early Childhood Education.  There was no objection to the transfer from the Special Education sector or review panel.

 

The review of unit standard 7304 altered the emphasis to demonstrating knowledge rather than implementation, as it was not always possible for a candidate to be actively involved in the implementation of early intervention programmes in some early childhood centres for various reasons, including safety.

 

Main changes resulting from the review

 

·        Unit standard 7304 has been designated Category C and been replaced by unit standard 21327.

·        The emphasis is on demonstrating knowledge of assisting with implementation of early intervention programmes as opposed to actually assisting with the implementation.

 

Unit standard 7304, categorised as category C, expires at the end of December 2007.

Impact on Accreditation and Moderation Action Plan (AMAP)

 

AMAP 0135 has been updated to include unit standard 21327, and unit standard 7304 has been removed from AMAP 0100.

 

Impact on existing qualifications

 

The following qualifications contain unit standard 7304 and will be updated to take account of this review

 

  • National Certificate in Early Childhood Education and Care (Level 5) [Ref: 0430]
  • National Diploma in Teaching (Early Childhood Education, Pasifika) (Level 7) [Ref: 0983]

 

For the purposes of these qualifications, people who have gained credit for the expiring unit standard will be exempt from the requirement to gain credit for the replacement unit standard.
