The NZ Road Transport and Logistics Industry Training Organisation (NZRT&LITO) has completed the review of the qualifications listed above that were registered in April 2000, September 2001, and March 2002.

· National Certificate in Transportation of Waste and Recoverable Resources (Liquid and Hazardous Waste) [Ref: 1226].

NZRT&LITO undertook an extensive review of the qualifications in response to an industry desire to see a career structure supported by relevant sector-specific qualifications and to assist in the recruitment of more drivers at a time of industry shortage.
To achieve this aim, NZRT&LITO established seven Industry Advisory Groups (IAGs), each responsible for guiding the development of the new qualifications: core entry-level skills, perishable products, livestock, general freight, bulk dangerous goods, liquid and hazardous waste, and solid waste. Each IAG comprised industry representatives, plus a training provider, an assessor, and an NZRT&LITO regional representative. The New Zealand Industry Training Organisation also participated in the IAG for the core entry-level skills.
Each IAG considered the core skills required for a sector specific qualification and identified gaps. NZRT&LITO then arranged the review of standards in consultation with industry, and the subsequent development and registration of reviewed and new standards. The draft qualifications were then reconsidered by the various IAGs and endorsed.
This has resulted in designating the large stranded qualification 0680 as expiring and the development of a number of new and replacement qualifications. The initial two qualifications replace the compulsory section, others replace some strands, and those strands that no longer meet industry requirements are to expire.
The first is an entry-level qualification
for new entrants to the Goods Service Sector at Level 2, focusing on the core
skills required by all sectors. Candidates are assessed against a wide
range of basic skills, including driving a vehicle for which a Class 2 driver
licence is required. This is followed by a Level 3 qualification for those
candidates progressing to driving vehicles that require a Class 4 or Class 5
driver licence, which contains standards that advance the candidate's skill and
knowledge while also allowing for some sector specialisation.
The Level 3 qualification requires candidates to have the lower level qualification as a prerequisite, or to gain an exemption by demonstrating equivalent knowledge and skills through the recognition of current competence or prior learning. However, there are a small number of standards considered by industry as essential to be achieved by all candidates. This has resulted in those standards being common to both qualifications.
Candidates then progress to specialist qualifications at Level 4. These are designed to raise the level of the candidate's skill and knowledge, and include new standards for safe and fuel efficient driving.
The expiring qualification 0680 contained a number of optional strands:
· The optional Bulk Flammable Liquids Transport, Bulk Gases Transport, and Bulk Liquefied Petroleum Gas Transport strands no longer meet the needs of industry and have been replaced by a new Level 4 National Certificate in Transportation of Bulk Dangerous Goods by Road [Ref: 1229].
· The optional Dairy Industry Transport strand no longer meets the needs of the dairy industry. A new qualification is under development by the New Zealand Industry Training Organisation.
·
The optional Log Transport strand no longer meets
the needs of the road
transport and forest industries.y. The National Certificate in
Commercial Road Transport (Logging Truck Driver) [Ref: 0942] is available
as an alternative and FITEC will work with NZRT&LITO
to review that qualification later this year.
· The optional Overdimension and Overweight Load Transport strand no longer meets the needs of industry. The standards from the strand are included in the elective section of the new Level 3 qualification. NZRT&LITO intend to work with this sector following clarification of piloting requirements to see if a new specialist Level 4 qualification is required.
· The optional Civil Construction Transport strand no longer meets the needs of Civil Construction industry, and both NZRT&LITO and InfraTrain have confirmed there are no existing trainees for the strand.
A new specialist Level 4 National Certificate in Transportation of Perishable Products by Road [Ref: 1231] has been developed.
The National Certificate in Commercial Road Transport (Livestock Transport Driver) [Ref: 0935] has been replaced by a specialist Level 4 qualification: the National Certificate in Transportation of Livestock by Road [Ref: 1230].
Two of the seven IAGs reviewed the National Certificate in Transportation of Waste and Recoverable Resources with optional strands in Bulk Materials Vehicle, and Suction Vehicle [Ref: 0741]. These groups, one for solid waste and one for liquid and hazardous waste, considered requirements for training for transportation of waste and recoverable resources as though no qualification existed.
This led to the development of a replacement qualification, the National Certificate in Transportation of Waste and Recoverable Resources (Solid Waste) with strands in Light Motor Vehicle and Heavy Motor Vehicle at Level 2 or 3 depending on the strand. While it has no prerequisites it can build on the knowledge and skills acquired through completion of any of the following: National Certificate in Driving (Light Motor Vehicle) with an optional strand in Four Wheel Drive (4WD) Vehicle Driver[Ref: 0796], the National Certificate in Commercial Road Transport (Introductory Skills) [Ref: 0189],ortheNational Certificate in Goods Service (Core Skills) [Ref: 1227].
A new Level 3 National Certificate in Transportation of Waste and Recoverable Resources (Liquid and Hazardous Waste) [Ref: 1226] has been developed.
There are significant differences between the expiring and replacement qualifications.

Transport optional strands of the National Certificate in Commercial Road
Transport (Goods Service) Heavy Rigid Vehicle Driver or

This qualification is designed for experienced drivers of goods service vehicles transporting bulk dangerous goods by road. All standards previously included in the Bulk Flammable Liquids Transport, Bulk Gases Transport, and Bulk Liquefied Petroleum Gas Transport optional strands of the replaced qualification are included.
National Certificate in Transportation of Livestock by Road [Ref: 1230]
This qualification replaced the National Certificate in Commercial Road Transport (Livestock Transport Driver) [Ref: 0935].
This qualification is designed for
experienced drivers of livestock road transporters vehicles, and incorporates
new standards registered in the Transportation of Livestock by Road
domain.
National Certificate in Transportation of Perishable Products by Road [Ref: 1231]
This qualification is designed for experienced drivers of heavy motor vehicles carrying temperature-sensitive, perishable products.
National Certificate in Transportation of Waste and Recoverable Resources (Solid Waste) with strands in Light Motor Vehicle and Heavy Motor Vehicle [Ref: 1232]
This qualification replacesd the National Certificate in Transportation of Waste and Recoverable
Resources with optional strands in Bulk Materials Vehicle, and Suction Vehicle
[Ref: 0741].
This qualification is designed for drivers of goods service vehicles carrying solid waste and recoverable resources.
National Certificate in Transportation of Waste and Recoverable Resources (Liquid and Hazardous Waste) [Ref: 1226]
This qualification is designed for drivers, supervisors and owner-operators collecting and transporting liquid and hazardous waste for disposal.
Transition
NZRT&LITO will continue to recognise the
replaced qualifications. People currently working
towards one those qualifications may either complete its the requirements or
transfer to one of the new or replacement qualifications. However, candidates must be aware that
there are significant differences between the replaced and new
qualifications.
The last date for award of the replaced qualifications is 31 December 2011.
It is not intended that anyone is disadvantaged by this review, and the above arrangements have been designed for a smooth transition. Anyone who feels they may have been disadvantaged should contact:
