Review of Carpet Manufacture qualifications

The Apparel and Textile Industry Training Organisation has completed the review of the qualifications listed above.

Summary of review and consultation process

 

The qualifications listed above were reviewed following industry feedback that the qualifications contained unnecessary barriers to completion and no longer met the needs of industry.  The structure of the qualifications was not flexible enough to recognise the different skill sets of employees in the industry.

 

The Apparel and Textile Industry Training Organisation put together an Industry Advisory Group, which included representatives from all the carpet manufacturers in New Zealand.  This group put together a new qualification structure that better suited the needs of their industry.

 

Main changes resulting from the review

 

As a result of the review process it was decided that the qualifications listed above should be replaced.  The two replacement qualifications are at Levels 2 and 3.  They have compulsory standards, and elective standards for winding yarn in common.  There are no specialist strands.  With the exception of the standards listed in the Axminster Spool Setting and Threading strand, all listed standards from the replaced qualifications have been incorporated into the new qualifications.  However, the credit requirements have been reduced.  While no longer listed standards the Axminster Spool Setting and Threading can be included in the elective balance requirements for both qualifications.

 

Other changes to structure and content of the Level 2 qualification include removing standard 497; replacing standards 5878 and 8958 with standard 19841; including sector specific Level 2 standards in Elective A; allowing for the selection of credits from anywhere on the NQF Elective B; removing the restriction that a maximum of 5 credits could be drawn from the Textiles Manufacture subfield in the core elective; and reducing the minimum credit total to 40.

 

Other changes to structure and content in the Level 3 qualification include removing standard 497; replacing standards 5878 and 8958 with standard 19841; including sector specific Level 3 standards in Elective A; allowing for the selection of credits from anywhere on the NQF Elective B; removing restriction that a maximum of 5 credits could be drawn from the Textiles Manufacture subfield in the core elective; and reducing the minimum credit total to 52.

The National Certificate in Carpet Manufacture (Operations) (Level 2) [Ref: 1277] and the National Certificate in Carpet Manufacture (Advanced Operations) (Level 3) [Ref: 1278] have replaced the above qualifications.

 

Summary of differences

·        Standard 497 has been removed

·        Standard 19841 has replaced standards 5878 and 8958 and is compulsory

·        Each qualification is comprised of a compulsory and two elective sets

·        There is no restriction on the number of credits that may be selected from Textiles Manufacture subfield

·        There are no strands

Transition

 

People currently enrolled in a programme leading to the award of one of the replaced qualification may either complete that qualification or transfer to either of the replacement qualifications.

 

Candidates transferring from one of the replaced qualifications and who are already credited with either 5878 or 8958 can use it for an exemption as follows.

The last date for people to meet the requirements of the replaced qualifications is 31 December 2008.

 

The Apparel and Textile Industry Training Organisation (ATITO) does not intend that any existing candidate be disadvantaged by this review.  However, any candidate who feels that they have been disadvantaged by the transition should contact ATITO at the address below.  The replaced qualifications will continue to be recognised by industry and there is no requirement for existing holders to complete the new qualifications.
