Revision of Driving and Passenger Service qualifications

National Certificate in Passenger Service (Small Passenger Vehicle) with an optional strand in Taxi Driving [Ref: 0180]
Tranzqual ITO has revised the qualifications listed above.
Date new versions published February 2008
The next qualification reviews are planned to take place during 2008 (Ref: 0190) and 2010 (Ref: 0180, Ref: 1270, Ref: 1274).
Reason for the revision
The revision was prompted by the Category D review of standard 15164 and the recent registration of standard 24089, and by the review of standard 17579. The opportunity was taken to update details of other standards reviewed since the previous registrations of the qualifications and to make minor corrections.
The revision was conducted by Tranzqual ITO, with transition arrangements endorsed by industry.

National Certificate in Driving (Four Wheel Drive (4WD) Vehicle) [Ref: 1274]
Changes to structure and content
· Standard 15164 removed and standard 24089 added to Set A in the elective section.
· Details of standards 17574 and 17579 updated to reflect their reviewed status.
· Relationship with the National Certificate in Driving (Light Motor Vehicle) Ref: 0796] acknowledged in purpose section.
National Certificate in Driving (VIP Chauffeur) [Ref: 1270]
Changes to structure and content
· Standard 15164 removed and standard 24089 added to the compulsory section.
· Details of standard 17579 updated to reflect its reviewed status.
National Certificate in Passenger Service (Large Passenger Vehicle) with strands in School Bus, Urban and Local Route, and Long Distance [Ref: 0190]
· Standard 15164 removed and standard 24089 added to the compulsory section.
· Standard 1734 moved from core compulsory section to elective section of each strand.
· Details of standards 497, 1734, 1737, 3462, 3465, 17574, and 17579 updated to reflect their reviewed status.
· Standards 18210, 18223, and 18238 replaced with 23758, 23759, and 23766 respectively.
· The last for assessment against version 5 extended from 31 December 2006 to 31 December 2008.
This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.

Changes to structure and content
· Standard 15164 removed and standard 24089 added to the compulsory section.
· Standard 1734 moved from the compulsory to the elective section.
· Level of the qualification with the strand increased from 2 to 3.
· Details of standards 1734, 3462, 3465, 3457, and 17579 updated to reflect their reviewed status.
Transition
For the purposes of these qualifications, people who have gained credit for the following expiring standard are exempt from the requirement to gain credit for another standard - see table below.

While this exemption is valid for the purpose of completing each of these qualifications, it should be noted that if a candidate does not already hold a Class 2 to 5 driver licence, or P or V licence endorsement, they will need to complete standard 24089 in order to satisfy current Land Transport NZ requirements for those licences.
The last date for assessment for version 5 of National Certificate in Passenger Service (Large Passenger Vehicle) with strands in School Bus, Urban and Local Route, and Long Distance [Ref: 0190] is extended to 31 December 2008.
The last date for assessment for replaced versions of the other qualifications is 31 December 2009.
It is not intended that anyone is disadvantaged by this revision, and the above arrangements have been designed for a smooth transition. Anyone who feels they may have been disadvantaged should contact:
