Summary of review and consultation process

 

These unit standards were reviewed to incorporate changes overlooked in the previous review (April 2006).  The post-assessment moderation process identified some issues of consistency and difficulty of assessment for standards within the National Certificate in Fibrous Plaster (Installation) with an optional Specialist strand [Ref: 0273] and the National Certificate in Fibrous Plaster (Manufacture) with optional strands in Casting Models, Casting Sheets, and Specialist Panels [Ref: 0274].  The BCITO moderation team identified quality issues and made recommendations for improvement.  These recommendations were then discussed and approved by a working party consisting of direct representatives from the Fibrous Plaster industry.

 

Main changes resulting from the review

 

·         Unit standard 6131, Demonstrate knowledge of and construct templates and moulds for fibrous plaster work in a factory was split into five new unit standards to simplify the assessment process.  These new unit standards (23534-23538) have credit values of 8, with the exception of the unit standard covering the construction of templates, running and making moulds.  This unit standard (23537) has a credit value of 20 as it is considered that 200 hours is the amount of time necessary to become competent in these skills.

·         Titles of unit standards 4316, 4317, 4318, 4322, 4324, 4348, 4349, 4354, 4355, 6126, 6128, 6129, 6130, 6132, and 6133 were changed to more accurately reflect the outcomes of the unit standards.

·         Purpose statements were altered to match the elements and performance criteria.

·         Special notes have had definitions added for clarity, and the 'industry practice' special note was reworded in unit standards 4324, 4348, 4349, 6126, 6129, 6130, 6132, 6133, and 17584; and added to unit standards 4317, 4318, 4322, 4354, 4355, and 6128.  Legislation was updated.

·         Performance criteria and range statements were amended to clarify assessment requirements.

·         The final 'clean up' element was removed from unit standards 4324, 4348, 4349, 4354, 4355, 6126, 6128, 6129, 6130, 6132, 6133, and 17584, as it was considered to be superfluous.  Performance criteria were reworded to include cleaning up as part of each task.

·         A theory element was added to unit standards 4322, 4324, 4354, 4355, 6128, 6129, 6130, and 6132 to improve consistency throughout the reviewed standards.

·         An element covering calculation of quantities was added to unit standard 4324.

·         An element covering making element grid was added to unit standard 4354.

·         The element covering running cornice was removed from unit standard 6130, and the element covering running decorative mouldings was removed from unit standard 6129, to reflect that casting and running are two very distinctive skills, and to simplify the assessment process.  The running components were included in the new unit standard, 23537 that deals with making templates and running moulds, and the credits for 6129 and 6130 were lowered to 8.
