Review of Communication Skills unit standards

Summary of review and consultation process
A combination of contributing factors prompted a review of unit standards in subfield Communication Skills at levels 1-3. These factors include:
· Unit standards that have passed their planned review date
· Unit standards that have been the subject of moderation feedback
· Unit standards in domain Introductory Communication Skills have not been reviewed (only rolled over) since registration
· Unit standards that have been the subject of questions of interpretation.
A review of Communication Skills unit standards at level 4 was completed in 2006 and included some level 2 and 3 unit standards to ensure consistency across levels in unit standards that assessed similar skills. Subsequently, the following level 2 and 3 unit standards were not included in this review: 11097, 1279, 1296, 1307, 1312, 9677, 9681, 9694 and 9705.
Organisations representing industry training organisations, tertiary education organisations, private training enterprises, Māori training providers, Pacific Island training providers and government agencies were advised of the review and asked to disseminate the information to the stakeholders whose interests they represented. From the responses received, two working panels were established, including representatives from industry training organisations, tertiary education organisations, private training enterprises, Council of Trade Unions, and the national moderator (secondary education).
Review meetings were held (November 2007 and January 2008) during which each panel reviewed a set of standards and then reconvened to peer review each other's recommended changes.
The reviewed unit standards were then sent out to a wider distribution network for endorsement and further changes were made on the basis of feedback.
Main changes resulting from the review
· Domain Introductory Communication Skills has been designated expiring and standards 1284, 1291, 2976, 2987, and 3485 have been designated as expiring and will not be replaced; standard 1273 has been moved to the Writing domain; standard 2970 has been moved to the Reading domain; and standard 2993 has been replaced by Reading domain standard 25073.
· Credits have been adjusted in standards 2970, 2989, 3483, 3490, 3507 and 9680 to more accurately reflect the learning and assessment requirements in light of actual experience and/or to reflect the changes made at this review.
· Standard 1272 in domain Reading has been designated expiring and will not be replaced.
· Standard 2977 has been replaced by standard 25060.
· Standard 1304 has increased in level from 2 to 3.
· Standard 9680 has been amended to allow for assessment outside of a workplace setting and provide an alternative to standard 1277, which must be assessed against in the workplace.
· Special notes and ranges have been amended as appropriate to clarify specific terms and concepts, contexts, and conditions for assessment.
· Titles, elements, performance criteria, and ranges have been amended to more accurately reflect intent.
Unit standards categorised as category C or D expire at the end of December 2010.
Unit standards 1272 and 2977 will expire at the end of December 2013.
