Review of Compliance and Regulatory Control qualification

 

National Certificate in Compliance and Regulatory Control (Animal Control) (Level 2) [Ref: 0532]

 

The Local Government Industry Organisation (LGITO) has completed the review of the qualification listed above.

 

Date new versions published                                                          April 2009

 

The next qualification review is planned to take place during 2014.

 

Summary of review and consultation process

 

LGITO held a meeting with the Animal Control Advisory Group in December 2007.  The make up of the Advisory Group included Executive members of the NZ Institute of Animal Control Officers (NZIACO), and representatives from Christchurch City Council, Tasman District Council, Upper Hutt City Council, Tauranga City Council, and a Contractor representing several Auckland Local Authorities.  Assessors and Moderators were also consulted.

 

Feedback from the industry indicated that the qualification no longer met the needs of the industry and required updating.

 

Main changes resulting from the review

 

Feedback from the stakeholders indicated that standards 3488 and 3491 were not appropriate for the level 2 qualification.  As a consequence, standards 3488 and 3491 were removed from the qualification and four new standards were added to the qualification to reflect changes in industry practice and legislation.

Changes to structure and content

·      Standards 3490, 21769, 22051, and 25515 were added to the qualification.

·      Standards 3488 and 3491 were removed from the qualification.

 

Transition

 

Training programmes or courses for version 3 of this qualification may start as soon as the qualification is registered.  The last date for entry to programmes or courses for previous versions of this qualification is 1 September 2009.

 

The last date for assessments to take place for previous versions of this qualification is 31 December 2011.

 

People currently enrolled in programmes or courses leading to previous versions of this qualification may either complete those versions or transfer to version 3.

 

It is not intended that anyone be disadvantaged by this review.  However, anyone who feels they have been disadvantaged may appeal to the ITO at the address below.

Key to Qualification Review Categories

 

Category A

The qualification is published as a new version with the same NQF ID

Changes are made to SSB name, contact details or purpose statement

No change is made to title, rules or components of the qualification

No transition arrangements are required

Category B

The qualification is published as a new version with the same NQF ID

Changes are made to title, rules or components

The new version of the qualification recognises a similar skill set to that recognised by the previous version

The SSB is confident that people awarded the new or previous version are comparable in terms of competence

Transition arrangements are required if candidates must gain additional/different credits for the new version

Category C

A new (replacement) qualification is published with new NQF ID

Significant changes are made to the qualification in terms of components, structure, type or level

The SSB views people with the replacement qualification as being significantly different in terms of competence from those with the replaced qualification
