Summary of review and consultation process

 

This qualification has been in use since July 2002.  Recent, major restructuring in the dominant companies in the rail sector has resulted in a need to review the qualification.

 

Kiwi Rail and Veolia were consulted in the review process.  The outcome was the development of new qualifications to cater for rail passenger operations and infrastructure services of the rail industry.

 

Main changes resulting from the review

 

The qualification was replaced by two new qualifications in rail operations (passenger services) and rail infrastructure.  An optional strand was introduced to the passenger services qualification to recognise the knowledge and skills required for the role of a Train Manager.  The Train Manager's role in the rail industry is not a high level management role therefore, it remains as an optional strand at the same level as the qualification.

There are substantial differences between the new and replaced qualifications

·      Qualification credit total was changed from 70 for the replaced qualification to 44 for the new passenger services qualification.

·      Compulsory standards 497, 2977, 3483, and 8489 from the replaced qualification were not included in the new passenger services qualification.

·      Compulsory Rail Core Skills standards 18864 and 19392 from the replaced qualification were not included in the compulsory section of the new passenger services qualification but can be used to meet the elective requirements.

·      Standards 62 and 27286 that were not listed in the replaced qualification were included in the compulsory section of the new passenger services qualification.

·      Elective standards 2395, 2396, 15948-15950, 10851 and 10852 from the replaced qualification were not included in the new passenger services qualification.

·      The new passenger services qualification includes two elective sections.  Elective 1 consists of the Rail Core Skills domain and Elective 2 includes standards 57, 3271, 4647, 11938 and Rail Core Skills and Rail Operations domains.

·      An optional Train Management strand was included in the new passenger services qualification.

·      Compulsory section of the replaced qualification was not included in the new rail infrastructure qualification.

·      The new rail infrastructure qualification includes three elective sections.  Elective 1 is limited to the Rail Infrastructure domain, Elective 2 enables candidates to select unit standards from the Rail Transport subfield, and Elective 3 enables candidates to select unit standards that complement those available in Electives 1 and 2, from a wide range of related domains, thereby building a profile of knowledge and skill competencies that meet both job type and work environment.

 

Transition

 

The new passenger services and rail infrastructure qualifications contain standards that replace earlier standards.  For the purpose of these qualifications people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards - see table below.

All new trainees in rail passenger operations will be enrolled on the new passenger services qualification.  Trainees in rail passenger operations enrolled on programmes leading to the award of the replaced qualification may either complete that qualification or transfer their results to the new passenger services qualification.

 

New trainees in rail infrastructure will be enrolled on the new rail infrastructure qualification.  Trainees in rail infrastructure enrolled on programmes leading to the award of the replaced qualification may either complete that qualification or transfer their results to the new infrastructure qualification.

 

The last date for assessments to take place for the replaced qualification is 31 December 2013.

 

Competenz will publish these arrangements in the trade press, on the Competenz website http://www.competenz.org.nz/, and by direct communications with trainees and their employers.
