Summary

 

Pursuant to section 5 of the Industry Training Act 1992, responsibility for above qualifications and standards was transferred from Learning State Limited and Local Government Industry Training Organisation to The Skills Organisation following the merger on 31 July 2012.  Therefore documents have been republished to show The Skills Organisation as the SSB.

 

Please note: no other changes have been made to qualifications or standards.

 

Impact on Consent and Moderation Requirements (CMRs)

 

CMR for Public Sector Services, Career Practice, Injury Prevention, Cadet Forces, Civil Defence, Compliance and Law Enforcement, Police, Public Sector Compliance, and Environment [Ref: 0121]

 

Revision of The Skills Organisation's CMR(s)

 

The Skills Organisation has completed the revision of the Consent and Moderation Requirements (CMR) above.

 

The next CMR review is planned to take place during 2013.

 

Summary of Revision

 

From April 2011 Learning State Limited became responsible for the Local Government Industry Training Organisation.  This included becoming responsible for unit standards in the Civil Defence and Compliance and Law Enforcement subfields previously covered in CMRs Ref: 0223 and Ref: 0046.  Learning State Limited's CMR Ref: 0121 was updated to enable the same requirements to be applied to all standards covered by CMRs Ref: 0046, Ref: 0121, and Ref: 0223.  The new version of CMR Ref: 0121 has been mirrored in new versions of CMRs Ref: 0046 and Ref: 0223.

 

In August 2012 Learning State merged with ETITO who subsequently re-branded as 'The Skills Organisation' as of 3 September 2012.

 

Changes were made to introduce a Provider Tertiary Education Organisation fee structure and to introduce new verification activities in the Moderation Requirements.

 

Text was amended throughout the CMR to describe requirements in plain English.

 

Compliance with new requirements

 

Moderation system requirements will apply with effect from October 2012.

 

Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from April 2013.

Requirements for Consent to Assess (RCA)

 

Standard Setting Body involvement in process for granting consent to assess

Amended to clarify that site visits only occur at Level 3 and above.

 

Visit waiver conditions

Amended to simplify the conditions under which the SSB may waive their involvement in a site visit.

 

Industry or sector-specific requirements for consent to assess

Criterion 1 - requirements were removed as, generally, they were covered in the General requirements for accreditation section.

Criterion 3 - amended to simplify the wording: 'where a suitably qualified person is not available' was deleted as the first bullet point, 'have current and relevant skills and/or knowledge' ensured teaching and assessing staff were suitably qualified.

Criterion 6 - amended to simplify the wording.

Criterion 7 - information relating to TEOs' use of assessment materials was included.

 

Moderation Requirements (MR)

 

Moderation System

This section was amended to provide a clearer description of the system and to introduce good practice activities.

·         Principles 1-3 were deleted because they were unnecessary given ITOs must engage in the External Evaluation and self-assessment environment which incorporates good practice.

·         Moderation activities - to give better value and more immediate feedback to TEOs moderation activities were changed and TEO Cluster Groups, not postal sampling, will be the focus.  Moderator visits were clarified and fees for moderation visits were introduced.
