Summary

 

The review of these unit standards occurred after the review of the New Zealand Certificates in English Language (NZCEL) in May 2017.  This was to ensure that these corresponding standards and qualifications continued to align in content and credit value to make unit standards a viable option to achieving the qualifications.

 

A review panel was established to conduct the technical review and development of the English Language unit standards.  This group consisted of representation from all parts of the English language sector: secondary, tertiary and community.  It included NZCEL Providers Forum, Teachers of English as a Second Language Aotearoa New Zealand (TESOLANZ), secondary schools, private training establishments, polytechnics, and the national moderator.

 

The review panellists were chosen for not only their expertise in English Language and assessment practice, but also for their ability to consult with the sector throughout the review process to identify and respond to sector needs and barriers to student success.

 

Once the draft standards were reviewed, formal consultation on the standards took place via the NZQA website during September 2017.  The consultation was brought to the attention of:

·         NZCEL qualification owners

·         members of peak bodies: TESOLANZ, NZCEL Providers Forum, English NZ, secondary school English Language cluster groups

·         providers that had recorded results against these standards

·         other stakeholders who had expressed an interest in being part of the consultation process.

 

Main changes

 

·      The realignment of Common European Framework of Reference to standards at all levels.

·      Adjustment to the text length, text complexity and/or the range of performance criteria to align to the new Common European Framework of Reference levels.

·      The addition of the NZCEL Guiding Document to the Guidance Information to support these standards.

·      Introduction of new standards at Levels 1 and 2 to encourage wide reading.

·      Reduced number of assessment events at Levels 2 and 3 to allow for more teaching and learning time.

·      Removal of grading in Level 4 standards due to low demand. However, grading for level 3 General standards has been retained for the purposes of NCEA course and certificate endorsements for secondary school students.

·      Higher credit values at Level 4 to include a range of skill sets to allow for a more flexible approach to programme design and the gathering of evidence at tertiary level.

·      An increased number of EL standards from 48 to 69 to align with the review the reviewed NZCEL, where there are three new qualifications.  These are context-specific standards to accommodate the academic and workplace at Levels 3 and 4.

·      Development of 30 new standards and review and re-registration of 10 standards.

·      36 standards designated expiring and replaced by a suite of new standards.

·      Two standards designated expiring, without replacement.

 

Category C and D unit standards will expire at the end of December 2019

 

The last date for assessment of superseded versions of Category B unit standards is December 2019
