Review of MITO CMR

 

MITO has completed the review of the Consent and Moderation Requirements (CMR) above.

The next CMR review is planned to take place during December 2025.

 

Summary of review

 

MITO has reviewed the requirements for consent to assess and moderation requirements for all sectors in its coverage to reflect MITOs’ current organisational structure and moderation practice.

 

Compliance with new requirements

 

Requirements for consent to assess will apply with effect from December 2020. 

 

Moderation system requirements will apply with effect from December 2020.

 

Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from June 2021 onwards.

·      References to NZ Transport Agency were updated to refer to its new name Waka Kotahi NZ Transport Agency.

·      References to the Health and Safety in Employment Act 1992 were replaced with the Health and Safety at Work Act 2015.

·      References to the Industrial Coatings and Petrochemical Industry subfields, which are no longer in MITO’s coverage have been removed.

 

Requirements for Consent to Assess (RCA)

 

Standard Setting Body involvement in process for granting consent to assess

·      Involvement of Waka Kotahi New Zealand Transport Agency (NZTA) when applying to assess against driver licensing and endorsement unit standards for the purposes of issuing licences and endorsements was removed.

Areas of shared responsibility

·      Removed Driver Licensing and endorsement unit standards as being a shared area of responsibility with Waka Kotahi NZ Transport Agency.

Criterion 2

·      Specific conditions relating to the assessment of unit standards 1753 and 1754 have been removed.

Criterion 3

·      New Zealand Certificates have been added to qualification requirements for staff teaching, training and/or assessing against unit standards.

Criterion 7

·      Standards 30898, 30899, and 30900 were added to Appendix 1, which details the requirements for joint assessment for high risk unit standards.  

 

Moderation Requirements (MR)

·         Updated information for drilling industry with PwC Skills for Australia replacing Skills DMC.

 

Moderation System

·         Updated job titles and process to reflect current structure and procedures on the following:

- post-assessment moderation

- moderation meetings

·         Pre-assessment moderation charge updated from will apply to may apply.
