Summary of review and consultation process |
The review of these qualifications occurred during 2019 and encompassed consultation with stakeholders from the equine racing and sporthorse sectors to ensure that the reviewed qualifications met their current and future needs. Consultation included key professional associations as well as representatives from the education and training sector. The equine Thoroughbred and Standardbred breeding sectors also contributed to the review of the New Zealand Certificate in Equine Skills (Level 2) and New Zealand Diploma in Equine Management (Level 5) which completes their qualification pathway. Equine breeding Level 3 and 4 qualifications were approved in October 2019. Due to the stranded nature of the qualifications, consultation took place with various stakeholder groups working with the different strands. Follow up discussions with individual sector representatives finalized amendments to the qualifications and updated versions were endorsed through stakeholder attestation sign-off by working group members. |

New Zealand Certificate in Equine Racing (Level 4) with strands in Thoroughbred Racing Jockey, Harness Driver/Trainer, and Harness Racing Driver [Ref: 2374] This qualification was replaced by the New Zealand Certificate in Equine Racing (Level 4) with strands in Thoroughbred Racing Jockey, Harness Trainer, and Harness Racing Driver [Ref: 4221]. There are a number of differences between the two qualifications, including: · Overall credits required for the replacement qualification are higher (120-135 credits). · Harness Trainer/Driver strand named Harness Trainer in the replacement qualification. · Differences in strategic purpose statements and qualification specifications. · There are more outcomes in the replacement qualification. · The replacement qualification does not specify conditions relating to the graduate profile.
New Zealand Certificate in Equine Skills (Level 2) [Ref: 2375] · Wording of graduate outcome 2 was amended to provide more clarity. · Wording of graduate outcome 3 was amended to provide more flexibility for learning situations involving paddocked and/or stabled horses. · Education and employment pathways were updated to reflect changes to the graduate outcomes. · Conditions relating to the graduate profile were removed. · Updates were made to qualification specifications section in line with current requirements for New Zealand qualifications.
New Zealand Certificate in Equine Skills (Level 3) with strands in Harness Racing Stable Assistant, Thoroughbred Raceday Strapper, Thoroughbred Racing Track Rider, and Sporthorse Stable Assistant [Ref: 2376] · Overall credit total was increased from 40-55 credits to 45-55 credits. · A new Thoroughbred Stable Assistant strand was added for non-riding staff working in thoroughbred stables that do not attend raceday meetings and perform Raceday Strapper tasks. · Strategic purpose statement was amended to remove unnecessary information. · Education and employment pathways were updated to reflect changes to the graduate outcomes and additional strand. · Graduate outcome 6 for the Thoroughbred Raceday Strapper strand was increased from 15 to 25 credits to better reflect the skills and knowledge required in attending to horses at raceday meeting. · Conditions relating to the graduate profile were removed. · Updates were made to qualification specifications section in line with current requirements for New Zealand qualifications.
