Summary of review and consultation process

The qualification review was requested by Te Pūkenga  New Zealand Institute of Skills and Technology. Programme development to version 2 of the qualification identified issues with the large number of Graduate Profile Outcomes (GPOs), which made it difficult for providers to develop meaningful learning and assessment activities within the timeframe (credits) of the qualification. 

One of the recommendations from providers involved in the review was to reduce the number of GPOs to allow flexibility when developing programmes, while ensuring that none of the original content was lost. Programme developers could also then accommodate any changes that occurred in industry practices without the need to carry out a formal review of the qualification.

A Working Group was made up of a mix of providers and industry.  Initial work was carried out to merge GPOs and develop into higher level,  overarching GPOs. 

Following this initial work, an informal online meeting, made up of representatives from peak bodies who had a direct interest in the qualification was convened in early May to discuss the proposed changes. 

Feedback from participants at this meeting supported the changes but with a request to the Working Group to carry out an in-depth check to ensure all the previous content was included in the revised GPOs.  This was subsequently carried out by the Working Group before wider stakeholder consultation.

Wider stakeholder consultation was carried out by online survey in late May/early June.  Additional questions were included in the survey to confirm the requirements detailed in General Conditions.

A total of 75 people from stakeholder organisations were given access to the consultation survey and invited to provide feedback.  Not all of these people/organisations had a direct interest in this qualification however this was an opportunity for anyone with any level of interest to be kept up to date with qualification developments. 

The Working Group met in late June and considered the feedback which generally confirmed that the revised GPOs were workable.  Minor updates were incorporated, where valid, to both the GPOs and requirements in the qualification conditions.

The revised qualification was confirmed as meeting industry and provider needs by completion of attestations by key stakeholders in early July prior to submission to NZQA for evaluation and listing.

No last date of assessment has been applied to version 1 and version 2, both versions will remain current.   

 

Main changes resulting from the development/review process

Changes to Graduate Profile Outcomes (GPOs)

Core:

·         GPOs 1 and 2 replaced by new GPO 1

·         GPO 3 changed to GPO 2 with minor changes

·         GPO 4 was removed as its contents were covered in new GPOs 3, 4, 5 and 6

·         GPO credits were re-allocated accordingly.

Companion Animal Veterinary Nursing Strand:

·         GPOs 5, 7, 8, 9, 11 and 17 were replaced by new GPO 3

·         GPOs 10, 12 and 13 were replaced by new GPO 4

·         GPOs 14, 15, 16 and 20 were replaced by new GPO 5

·         GPOs 18 and 19 were replaced by new GPO 6

·         GPO credits were re-allocated accordingly.

Equine Veterinary Nursing Strand:

·         GPOs 21 and 22 were replaced by new GPO 7

·         GPOs 24, 26, and 27 were replaced by new GPO 8

·         GPOs 23, 28, 29 and 30 were replaced by new GPO 9

·         GPOs 32 and 33 were replaced by new GPO 10

·         GPO credits were re-allocated accordingly.

Changes to General Conditions

·           Changes were made to the Practicum, for all strands, and species required for assessment for each strand were clarified.

·         Previous requirements for Core GPOs 1-6 were removed as they were no longer relevant due to the revised GPOs.
