Revision of Toi Mai Workforce Development Council CMR

 

Toi Mai has completed the revision of the Consent and Moderation Requirements (CMR) above.

 

Date new version published                                                             June 2023

 

The next CMR review is planned to take place during 2023.

 

Summary of revision

 

This CMR has been revised to include an appendix to cover Hairdressing and Salon Skills unit standards transferring from CMR 0020. This is happening at the same time as the review of forty-six Hairdressing and Salon Skills unit standards. The remaining standards from the domains Hairdressing, Barbering, Beauty Therapy, and Salon Skills from CMRs 0020 and 0035 will be transferred at a later date.

 

A specialised, sector-specific quality assurance communication was sent to providers in February 2022 and a guidance document for CMR 0020 was sent to providers in April 2022. Changes to staff selection, appraisal, development, and moderation requirements were discussed at all hairdressing, barbering and salon skills provider visits throughout 2022.

 

Compliance with new requirements

 

Requirements for consent to assess will apply with effect from June 2023.

 

Moderation system requirements will apply with effect from June 2023.

 

Organisations with consent to assess will be expected to be able to demonstrate compliance with the CMR from June 2024 onwards.

·         CMR title was updated to reflect current coverage.

·         Hairdressing and Salon Skills unit standards from the Beauty Services subfield were transferred from CMR 0020.

 

Requirements for Consent to Assess (RCA)

 

Industry or sector-specific requirements for consent to assess

·         Appendix 7 was added for the Barbering, Hairdressing, and Salon Skills unit standards from the Beauty Services subfield to transfer requirements from the previous CMR 0020. Criterion 3 was updated to support providers by clarifying and simplifying requirements. This removes the necessity to issue interim Assessor/Tutor numbers as had been the practice when the NZ Hair and Beauty Industry Training Organisation (HITO) was the standard setting body.

 

Moderation Requirements (MR)

 

Moderation System

·         HITO’s Moderation System of awarding “Moderation Focus”, “Developing Best Practice” and “Quality Mark” statuses has been discontinued. All providers are required to submit newly developed assessment material for pre-assessment moderation, and to participate in post-assessment moderation when requested.
