Summary of development/review and consultation process |

Toitū Te Waiora Community, Health, Education and Social Services Workforce Development Council (Toitū Te Waiora) reviewed the above qualifications between December 2021 and September 2022. Information gained from the transition of standard setting body responsibilities from the Hair and Beauty Industry Training Organisation (HITO) to Toitū Te Waiora informed the review. Following this, all stakeholders Industry, Industry Associations, and TEOs, were informed of the review and invited to provide feedback. Several consultation events were held, including an online survey, online meetings, and industry-specific focus group engagement workshops. All feedback was collated, analysed, and actioned. The proposed changes to the qualifications were circulated nationally to stakeholders for feedback to Toitū te Waiora’s beauty qualifications review inbox. There was no consensus regarding the proposed changes. Toitū Te Waiora is not therefore able to confidently recommend any major changes to these qualifications. Therefor the changes to the qualifications are minor in nature, ensure they meet current listing practices, and remain fit for purpose. They include changes to updated legislation and codes of professional practice, and to the general conditions. A further review is proposed for 2025, aiming to provide more time for the sector to establish agreement to best address the needs of the industry before making changes to the current qualifications. |
