The Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council has completed the review of the unit standards listed above.

Summary

Hanga-Aro-Rau Workforce Development Council undertook a combined review of the Commercial Road Transport (CRT) unit standards in consultation with industry stakeholders.  Regular online meetings were held throughout July – December 2022 with a wide range of industry stakeholders including representatives from road transport industry associations, employers, training providers and subject matter experts.  Smaller technical advisory groups were formed to review specialised areas of CRT, such as Commercial Road Transport Skills, Heavy Haulage and Waste Transportation.  The review dates of some unit standards were brought forward to align all unit standards and qualifications.

 

Main changes

·      Guidance information and document formatting were updated across the suite of unit standards.

·      Standard setting body information was updated across the suite of unit standards since standard setting functions have been transferred from MITO to Hanga-Aro-Rau Workforce Development Council.

·      Performance criteria and range statements were updated where relevant to accurately reflect current industry practice and legislation.

·      Language was simplified where required for clarity of intent.

·      The credit value for unit standard 31664 was increased from 3 to 6 credits in response to industry stakeholder feedback that this reflects the actual time required for learning and assessment activities.

·      The purpose statement and outcome 1 for unit standards 17189 -17194 and 17231 were rephrased for clarity.

·      Performance criterion 4.3 was added to unit standard 17231 to align with the unit standard set.

·      Unit standards 17189, 17199 and 17231 were reinstated in response to a request from industry stakeholders.  Feedback from industry stakeholders determined that the unit standards are still relevant to the waste transportation industry due to associated risks with operating waste transport vehicles, and changing health and safety requirements.

·      The credit value for unit standards 17189 - 17191 and 17193 was increased from 8 to 10 because feedback from waste transportation industry stakeholders indicates this is the actual time required for learning and assessment activities.

·      The credit value for unit standards 17192 and 17194 was increased from 8 to 15 because waste transportation industry feedback indicates this is the actual time required for learning and assessment activities due to the increased risk involved with driving a left-hand collection vehicle.

·      A new unit standard (33257) was developed in response to industry stakeholders’ request to meet changing health and safety training requirements for the waste transportation sector.

·      A new performance criterion (2.2) was added to unit standards 1737 and 18709 in response to requests by industry stakeholders to ensure that the unit standards reflect current industry practice and regulations.

·      A new outcome (Outcome 3) was added to unit standard 31544 in response to industry stakeholder requests for expanded content on driver communications skills.  The title has been updated accordingly.

·      The title of unit standard 31542 has been changed to better align with the unit standard content.

·      The title of unit standard 23892 was updated for clarity of intent.

·      The purpose statement and outcome 2 for unit standard 1735 were rephrased to better align with the standard content.

 

The last date for assessment of superseded versions of Category B unit standards is December 2025

 

Impact on Consent and Moderation Requirements (CMR)

 

The CMR reference for unit standards 17189, 17199 and 17231 has been moved from the CMR 0092 to 0014 in line with other unit standards in the same domain.
