Planned review date                                                                              December 2028

Summary of review and consultation process

For a detailed description of the NCEA Change Programme and the review process of the achievement standards across the New Zealand Curriculum (NZC) and Te Marautanga o Aotearoa (TMoA), refer to the NCEA Education website.

Main changes resulting from the review

·         117 new achievement standards were developed over 2021-2022 to align with the review of National Certificate in Educational Achievement (NCEA) (Level 1) [Ref: 0928] and will replace existing achievement standards at level 1.

·         There are now four achievement standards for each subject area.  The total credits across the four achievement standards total twenty for all subjects, and each achievement standard has a credit value of 4, 5 or 6.  Of the four achievement standards for each subject, two are internally assessed and two are externally assessed.

·         Grading criteria for achievement standards were reviewed in accordance with the Standards Review Guidelines.

·         The new achievement standards will be available to use from 1st January 2024.  Details relating to the expired achievement standards can be found in a separate change report for November 2023 here.

·         343 achievement standards will expire on 31 December 2023.

Impact of changes on Exclusions List

For transition purposes, exclusions will apply for new achievement standards.  Refer to the updated Exclusions List on the NZQA website.

Impact on Consent and Moderation Requirements (CMR)

CMR 0233 for Achievement standards and Literacy and Numeracy co-requisite unit standards related to the National Certificate of Educational Achievement was reviewed in September 2023 to align with the review of NCEA Level 1.  Minor revisions were made for currency.  There has been no change to Requirements for Consent to Assess or Moderation System Requirements.
