Summary of review and consultation process
In 2020 the Ministry of Education in association with the New Zealand Qualifications Authority initiated a Review of Achievement Standards (RAS) across all New Zealand Curriculum (NZC) and Te Marautanga o Aotearoa (TMoA) derived achievement standards as part of a comprehensive NCEA change programme.
Main changes resulting from the review
· The total credits across the four achievement standards total twenty for all wāhanga ako/pou, and each achievement standard has a credit value of 4, 5 or 6.
· Of the four achievement standards for each wāhanga ako or pou, two are internally assessed and two are externally assessed.
· Grading criteria for achievement standards were reviewed in accordance with the Standards Review Guidelines.

Development of Te Marautanga o Aotearoa and Reo Māori Level 1 Achievement Standards
Process of developing new achievement standards consistent with the objectives of Te Marautanga o Aotearoa (TMoA) and the NCEA change programme
In 2020 the Ministry of Education in association with the New Zealand Qualifications Authority initiated a Review of Achievement Standards (RAS) across all New Zealand Curriculum (NZC) and Te Marautanga o Aotearoa (TMoA) derived achievement standards as part of a comprehensive NCEA change programme. This Ministry of Education-led work programme aims to strengthen NCEA through delivering seven key changes:
The changes were informed by insights and feedback gathered during the public engagement on the NCEA Review in 2018, and were confirmed by the Government in February 2020. They are designed to improve well-being, equity, coherence, pathways and credibility – for students and teachers alike.
The Ministry set up seven subject expert groups to develop new achievement standards derived from outcomes in Te Marautanga o Aotearoa (TMoA), along with supporting teaching and assessment resources for each wāhanga ako (learning area). The development was guided by the direction of Te Marautanga o Aotearoa and the Standards Review Guidelines. Practising kaiako (teachers) were involved in the development, and draft achievement standards and supporting resources were the focus of engagements with peak bodies, and tumuaki (principals), kaiako and ākonga (learners) in wharekura and other Māori-medium secondary programmes. A range of resources was also developed to support the implementation of the new standards.
The development of these Level 1 achievement standards was completed in time for piloting in selected kura in 2022, registration in late 2023 and full implementation in 2024.
Making NCEA more accessible
Achievement standards and associated resources have been designed so that are accessible and inclusive.
Ensuring there is equal status for mātauranga Māori
Te ao Māori and mātauranga Māori understandings and contexts have been built into the Hauora – Wāhanga Ako Level 1 achievement standards and assessment resources.
Fewer, larger standards
There are four standards at Level 1, covering a broader range of knowledge, skills and capabilities than the existing standards. Each standard is worth 5 credits and there is a total of 20 credits available.
Internal and external assessment
There are two internally assessed standards and two externally assessed standards.
The method of assessment for each standard best reflects the teaching and learning involved for each standard.
