Summary of development/review and consultation process |
Public engagement on the future of NCEA took place between May and October 2018 as part of the national Education Conversation | Kōrero Mātauranga. New Zealanders were given a wide range of options for engaging in the review and for providing feedback. More than 16,000 points of engagement occurred. A vision for NCEA’s future and draft qualification outcome statements were developed and public engagement occurred on these in 2019-2020. Seven areas of change to strengthen NCEA were endorsed by Cabinet in February 2020. The NCEA Change Programme was established to design and deliver the agreed changes. The programme of work has included development of the NCEA Subject Lists, the NCEA Co-requisite and related unit standards, NCEA achievement standards and related teaching, learning and assessment products for both curricula. Feedback received through public engagement and expert advice from a diverse range of stakeholder groups has informed and supported this work. Public engagement to help shape the NCEA Level 1 Outcome Statement occurred in June/July 2023. Engagement on NCEA Level 2 and 3 Outcome Statements will follow as their related new achievement standards are developed. |

All NCEA qualifications include the 20-credit Te Reo Matatini me te Pāngarau | Literacy and Numeracy Co-requisite (the NCEA Co-requisite) required for the award of NCEA. National Certificate of Educational Achievement (Level 1) The review reflects the seven areas of change to strengthen NCEA: 1. Make NCEA more accessible 2. Mana ōrite mō te mātauranga Māori 3. Strengthen literacy and numeracy requirements and assessments 4. Fewer, larger standards 5. Simplify NCEA's structure 6. Clearer pathways to further education or work 7. Keep NCEA Level 1 optional.
The review also included: · Development of a qualification Graduate Profile statement (Strategic purpose, Graduate profile outcomes, and Education, Employment, Community, and Cultural pathways) · NCEA Co-requisite requirements. National Certificate of Educational Achievement (Level 2) · Inclusion of NCEA Co-requisite requirements and new review date. National Certificate of Educational Achievement (Level 3) · Inclusion of NCEA Co-requisite requirements and new review date. |
