Summary
Hanga-Aro-Rau Manufacturing,
Engineering and Logistics Workforce Development Council undertook a combined
review of the Commercial Road Transport (CRT) unit standards and six qualifications
in consultation with industry stakeholders. Online meetings were held throughout
July 2022 – October 2023 with a wide range of industry stakeholders including
representatives from road transport industry associations, employers, training providers
and subject matter experts. The review dates of some unit standards were
brought forward to align the review date of all CRT unit standards and
qualifications.
Although unit standard 16718 was reviewed in 2022, industry stakeholders requested that this was reviewed again to provide more awareness about the implications of incorrect handling and transportation of Dangerous Goods. Since this unit standard is used for the D endorsement, Waka Kotahi New Zealand Transport Agency were consulted and agreed to the proposed changes.
Main changes
· Guidance information, document formatting and standard setting body information were updated across the suite of unit standards.
· Performance criteria and range statements were updated where relevant to reflect current industry practice and legislation.
· Wording was simplified where required for clarity of intent.
· Two new unit standards 33315 and 33316, were developed for the transfer and transportation of Class 1 explosives in response to a request from industry stakeholders because they identified a skills gap in this high-risk area.
· Unit standard 25986 was set to expire and replaced with a new unit standard 33318, all references to Approved Handler (of dangerous goods) was removed.
· Five unit standards were set to expire due to no use over the past five years and industry stakeholders indicated they would not be used in the future.
· Unit standard 16718, a new performance criterion (5.3) was added in response to feedback from industry stakeholders to provide more awareness around the consequences of mixing non-compatible dangerous goods.
· Unit standard 26776, a new performance criterion (3.9) was added in response to feedback from industry stakeholders that reversing a heavy vehicle safely is a necessary skill.
· Unit standard 1763, new performance criteria 4.1 and 6.2 were added to reflect current industry practices.
· Unit standard 18931 outcome 6 was removed because industry stakeholders considered it unnecessary since the unit standard is focussed on practical driving skills. Performance criteria 3.1 and 5.1 were added to better align with unit standard 1763, where similar processes are undertaken.
· Unit standard 1757, a new performance criterion (5.3) was added to reflect legal requirements.
· Unit standard 1753 was updated in response to feedback from industry stakeholders to better align with industry practice. The title and outcomes were updated to specify a heavy goods vehicle. Performance criterion 3.2 was removed since weather protection is not always required. Performance criterion 4.2 was removed because transporting goods is not required to achieve the unit standard.
Category C and D unit standards will expire at the end of December 2025
Impact on Consent and Moderation Requirements (CMR)
The CMR reference for unit standards 15159 and1757 was moved from CMR 0092 to 0014 in line with other unit standards in the same domain.
