Summary of development and consultation process

Muka Tangata - People, Food and Fibre Workforce Development Council, in collaboration with Te Uru Rākau – New Zealand Forest Service, identified an opportunity to develop a forestry qualification to recognise business, leadership and communication skills at Level 5.  

The new qualification will sit between the current qualifications, providing a stepping-stone for employees intending to move from technically focused roles into supervision and leadership.

Extensive engagement with employees, employers and the vocational education sector was undertaken to identify and understand the challenges and opportunities in forestry leadership.  Following this engagement, we consulted with industry to determine the exact requirements of a forestry leadership qualification.  There was a high level of support for the qualification development.

Key points raised from the initial consultation were:

·         the impact of a new qualification on existing qualifications

·         the length of time to complete the qualification

·         the relevance of the proposed topics for the qualification

·         the issues with the training approach

·         the necessity for on-job training requirements, and

·         concerns with the accessibility of the current Level 3 and Level 4 Forestry qualifications.

Wider consultation was carried out through Te Uru Rakau, Forest Industry Contractors Association, Forest Owners Association, and through the networks of members of the working group.  Key stakeholders signed off on the final version of the qualification in March 2023.

 

Main changes resulting from the development process

A new qualification was developed to meet the identified need.
