Summary of development/review and consultation process

Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council has completed a scheduled review of the New Zealand Certificate in Pulp and Paper Manufacturing (Level 4) [Ref: 2320]. Consultation took place between April 2022 – August 2023 with representatives of the pulp and paper industry; employers, and Te Pūkenga the sole provider of this qualification. Regular online meetings were conducted to discuss industry training needs and identify any skills gaps, and to ensure that the qualification was fit for purpose.  Smaller technical advisory groups (TAG) were formed from specialised areas within pulp and paper manufacturing, such as Mechanical Pulping, Kraft Pulping, Paper Making.

The qualification advisory group (QAG) sought to better align the New Zealand Certificate in Pulp and Paper Manufacturing (Level 4) to current industry practices and to allow for site/organisation specific content, with knowledge and skills specific for those producing paper products and those producing pulp products. Strands were agreed upon to be added to the qualification; Pulp Manufacturing and Paper Manufacturing to reflect this. At the time of the review there is one mill operating in Aotearoa New Zealand that produces both pulp and paper and learners would not be able to be awarded both pulp and paper manufacturing.

Therefore, the New Zealand Certificate in Pulp and Paper Manufacturing (Level 4) [Ref: 2320] will be expired and replaced by the New Zealand Certificate in Wood Fibre Processing, with strands in Pulp Manufacturing and Paper Manufacturing (Level 4) [Ref: 4909].

New Zealand Certificate in Pulp and Paper Manufacturing Level 3 [Ref: 2319] was last reviewed in 2021, during consultation there was an expressed desire to align the review dates with both qualifications.  With the replacement of the Level 4 qualification, the Level 3 qualification needed educational pathway amended to include the new qualification [Ref: 4909].

·         Standard setting body updated from Competenz to Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council.

·         The purpose statement updated.

·         Review date was updated to 31 December 2028.

·         Education pathway updated to include pathway to New Zealand Certificate in Wood Fibre Processing, with strands in Pulp Manufacturing and Paper Manufacturing (Level 4) [Ref: 4909].

·         Employment pathway updated to include cultural and community pathway.

·         Other requirements updated to include Health and Safety at Work (Major Hazard Facilities) Regulations 2016.

·         General conditions updated to include Mātauranga Māori and programme endorsement details.

·         Standard setting body updated from Competenz to Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council.

·         Transition information for version 2 included.
