Summary of review and consultation process

Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council (H-A-R) reviewed the collision repair (CR) and automotive refinishing (AR) qualifications listed above to ensure they continue to be fit-for-purpose for the motor industry.  H-A-R carried out the review to better align the qualifications and remove barriers to completion especially for learners progressing to tradesperson and beyond.  Feedback was received outlining that combining CR and AR in a qualification at Level 3 is not well supported by workplace learners and employers.  Not all workplaces work in both CR and AR meaning it was difficult to achieve both strands, where in a provider environment providers can offer both strands in a controlled manner.  

 

To be recognised as a qualified tradesperson in CR and AR a learner currently must achieve Level 3, 4 and 5 qualifications.  The current qualification structure does not allow for flexibility with the requirement of dual skill sets at Level 3 before further progression. 

Programmes leading to the Level 4 qualification contain Level 5 content which is a barrier to completion – this content has been reviewed to be fit for purpose and a new Level 5 qualification was developed to provide an education pathway on from the Level 4 qualifications and give industry graduates who can contribute to the success and competitiveness of a business by demonstrating leadership in a technical and/or operational field. Industry, providers, and subject matter experts provided feedback and input into the review and development of the new suite of qualifications.

 

Main changes resulting from the review

Qualification Developer details were updated from MITO New Zealand Incorporated to Hanga-Aro-Rau Manufacturing, Engineering and Logistics Workforce Development Council.

 

·         New Zealand Certificate in Collision Repair and Automotive Refinishing (Level 3) [Ref: 3008]

-          This qualification will be   expired and will be replaced by the following:

o   New Zealand Certificate in Automotive Collision Repair (Level 3) [Ref: 4858], and

o   New Zealand Certificate in Automotive Refinishing (Level 3) [Ref: 4859].

-          The last date of entry is 31 December 2025.

-          The last date of assessment is 31 December 2027.

 

·         New Zealand Certificate in Automotive Refinishing (Level 4) [Ref: 3009]

-          Qualification credits increased from 120 to 160 to support programme development required to accommodate previous Level 5 unit standards reclassified to Level 4 as these would be expected skills of graduates.

-          Strategic purpose statement was amended to better reflect the purpose of the qualification in delivering the skills required of a trade qualified automotive refinishing technician.

-          Education pathway was amended to reflect the replacement Level 3 and Level 5 qualifications.

-          Employment pathway was amended to better reflect the skills and work ability this qualification provides for.

 

·      New Zealand Certificate in Collision Repair (Non-Structural Repairer) (Level 4) [Ref: 3011]

-          Structural Repair Technician optional strand was added to build on the core skills of the Non-Structural Repair allowing for a learner to gain the skills required to work on a wide range of different materials such as steels, aluminium, and composite materials, and effect a good structural repair.

-          Qualification title, and credits changed from 120 to 120 – 200 range to accommodate the adding of the additional strand.

-          Strategic purpose statement was amended to define the differences between the two skill sets within the qualification.

-          Graduate profile outcome indicative credit values were changed to better reflect the changes in the industry.

-          Education pathway was amended to reflect the replacement Level 3 and Level 5 qualifications.

-          Employment pathway was amended to reflect the skill sets of a Non-Structural Repairer and a Structural Repair Technician.

 

·         New Zealand Certificate in Automotive Refinishing (Specialist) (Level 5) [Ref: 3010] and New Zealand Certificate in Collision Repair (Structural Repair) (Level 5) [Ref: 3012]

-          These qualifications will be expired without replacement. The skill sets provided by the qualifications are now incorporated in the Level 4 qualifications [Ref: 3009] and [Ref: 3011].

-          The last date of entry for both qualifications is 31 December 2025.

-          The last date of assessment for [Ref: 3010] is 31 December 2026, and for [Ref: 3012] is 31 December 2027.

 

·         New Zealand Certificate in Automotive Collision Repair Advanced Industry Specialist (Level 5) [Ref: 4860]
