Summary

Ringa Hora was advised about the confusion between the principles of the Treaty of Waitangi and the articles of te Tiriti o Waitangi and asked to provide some clarification. Ringa Hora has decided to amend the unit standard to ensure providers are able to have a smooth transition without affecting learners and operations. The purpose of the amendment is to ensure providers are not disadvantaged when interpreting te Tiriti o Waitangi and the Treaty of Waitangi.

Main changes

· The purpose statement and guidance information (note 5) were amended to reflect te Tiriti o Waitangi and the Treaty of Waitangi.

· Guidance information note 7 and 8 were added to clarify the difference between te Tiriti o Waitangi and the Treaty of Waitangi.

· Outcome 1 was amended to include te Tiriti o Waitangi or the Treaty of Waitangi and the range statement was deleted.

· Performance criteria 1.1 and 1.2 were changed to include analysis of the articles of te Tiriti o Waitangi and the principles of the Treaty of Waitangi.

· The standard setting body name and contact information have been updated from NZQA National Qualifications Services to Ringa Hora Services Workforce Development Council.
