Summary of review and consultation process

Initial consultation was held with the industry association followed by a meeting with the aviation regulator.  The initial feedback from both the industry association and the CAA regarding these qualifications was that these qualifications in their current format broadly work and meets the needs of industry and as such, shouldn’t be changed. A wider stakeholder group was convened and met online to discuss the qualifications.

Following the meeting, the qualification drafts were updated to reflect the outcomes of the meeting.  The final drafts were circulated back to the advisory group for any further feedback and confirmation of accuracy, which was then followed up a week later by sending the drafts and meeting feedback to the wider stakeholder group of all programme owners.  The drafts were also posted onto the Ringa Hora website seeking any additional feedback or comments.

 

Main changes resulting from the review

Changes applied across both qualifications:

·         Amendments to reflect NZQA requirements for listing qualifications.

·         Updates to Education pathways to show qualifications may lead on to/on from, or act as standalone qualifications.

·         Updates to the Employment, Cultural, Community Pathway section.

·         Updates to the assuring consistency requirements section.

·         Information has been added for programme developers regarding Civil Aviation Rule Part 61 requirements for PPL, CPL, ATPL, and Flight Instructor Rating where applicable, and programme endorsement considerations.

·         Information has been added to the General conditions to state ‘Programmes must ensure core (theory) and strand (practical flying) subject(s) selected are integrated where possible to do so safely to ensure that the GPO (both core and strand) credits, level and content are met upon completion of the programme. CAA subjects can only be selected once in the core or strand.’

·         A statement has been added to the General conditions to state ‘Where PPL or CPL are held, trainees may be eligible for recognition of prior learning (RPL) or credit transfer (CT).’

·         Unit standard references were removed from the graduate profile conditions and replaced with CAA theory subject names and subject numbers.

Specific changes:

New Zealand Diploma in Aviation (General Aviation) (Level 5) with strands in Aeroplane, and Helicopter [Ref: 3688]

·         Graduate profile outcomes (GPOs) wording was amended to include the theory subjects of principles of flight, and general aircraft technical knowledge in GPO 1, having been moved from GPO 2 and 3, resulting in changes to credit values as shown below.

·         GPO 1 credit value was increased from 46 credits to 75 credits.

·         GPO 2 & 3 credit values were reduced from 194 credits to 165 credits respectively.

·         Further clarifying detail was added to the conditions section of GPO 2 and GPO 3.

·         The ability to concurrently offer the private pilot requirements into programmes has been added to the strategic purpose statement.

New Zealand Diploma in Aviation (Level 6) with strands in Aeroplane Flight Instruction, Aeroplane Airline Preparation, and Helicopter Flight Instruction [Ref: 3689]

·         The Helicopter Airline Preparation strand was removed from the qualification.

·         GPO 1 has been amended to require at least two ATPL subjects at Level 6 be included.

·         GPOs wording was amended to include the theory subjects including principles of flight, and general aircraft technical knowledge in GPO 1, having been moved from GPO 2, 3, and 4, resulting in changes to credit values as shown below.

·         The credit value of GPO 1 was increased from 46 credits to 75 credits.

·         The credit value of GPO 2 was reduced from 214 credits to 185 credits.

·         The credit value of GPO 3 was reduced from 252 credits to 220 credits.

·         The credit value of GPO 4 was reduced from 199 credits to 170 credits.

·         The Conditions relating to the Graduate Profile of GPOs, 1, 2 and 4 were strengthened.

·         GPO 5 was removed from the qualification following the removal of the Helicopter Airline Preparation strand.

·         The maximum qualification credit value (dependant on strand) was reduced from 298 credits to 295 credits.

·         Credit values for each strand were identified in the credit section, rather than showing the credit range.
