Summary of development/review and consultation process |
Waihanga Ara Rau Construction and Infrastructure Workforce Development Council (WDC) received a request from the New Zealand Concrete Contractors Association and Te Pūkenga (formerly BCITO) for a credential to recognise Concrete Pump Operation ahead of an update of the safety guidelines for high-risk machinery operators. There were no qualifications available to the industry to recognise these competencies. The WDC established a Technical Advisory Group representing small and large concrete pumping employers, the industry association, equipment suppliers and BCITO Te Pūkenga the current provider of version 2 of this qualification. In May 2023 online consultation began with this advisory group, agreement was reached that additional strands be added to the New Zealand Certificate in Concrete (Specialist) (Level 4) with strands in Concrete Sawing and Drilling, Prestressed Concrete, and Precast Concrete as Concrete Pump Operators have shared common core competencies. Two strands were added to the qualification - Concrete Pump Operation (Line Delivery System), and Concrete Pump Operation (Boom Delivery System). The reviewed qualification was sent out to the wider concrete contractor network for comment in August 2023. The Technical Advisory Group and current provider support the addition of the new strands. Four new standards have been developed to support programmes leading to version 3 of the qualification. |
