Use of internal English language entry requirements

NZQA sets English language entry requirements for international students through the NZQF Programme Approval and Accreditation Rules 2013.

Category 1 and 2 providers

To encourage high performance, under Rule 18 of the above Rules Category 1 and 2 providers that hold the necessary approval from NZQA can enrol some international students on the basis of internal English proficiency testing.

Category 1 and 2 providers must first apply to NZQA for approval of their internal English proficiency assessment methodologies and processes, before they can use them to enrol students.

Providers granted this approval are permitted to enrol international students on the basis of internal testing and to conduct testing of international students on behalf of other providers.

However, approved internal English proficiency assessments can only be used for the enrolment of students from countries with a student visa decline rate of less than 20 per cent.
