Quality assurance and approval of CMRs
NZQA has an application process in place for approval and listing of Consent and Moderation Requirements (CMRs).
Service Delivery coordinates the CMR Panel, whose members consider and provide feedback on new, reviewed or revised CMRs developed by standard-setting bodies (SSBs). Service Delivery then quality assures and manages the approval and listing of these CMRs.
Registration Criteria

Documentation requirements
An application may be for new, reviewed and/or revised CMRs and may involve replacement relationships.
Electronic copies of all documents must be submitted to Service Support. Additional hard copy submission is optional.
New CMR
An application for a new CMR must include:
- the proposed CMR - CMR template (DOC, 54KB)
- a completed Application for approval of CMRs (DOC, 107KB)
- a completed CMR Evaluation checklist (DOC, 135KB)
Review of a CMR
A review of a CMR involves full stakeholder consultation and an undertaking by the SSB that the CMR meets the needs of the relevant industry, sector and and other stakeholders and is fit for purpose. The following documents must be included:
- the reviewed CMR - CMR template (DOC, 54KB)
- annotated copies (by hand or electronically) of the registered version of the CMR, to indicate the changes. If tracked changes have been used, please submit with 'original showing mark-up'.
- a completed Application for approval of CMRs (DOC, 107KB)
- a completed CMR Evaluation checklist (DOC, 135KB)
- a completed CMR Change report (DOC, 32KB), outlining the changes and the timeframe(s) for accredited organisation compliance, which will be published with the new version of the CMR.
Revision of a CMR
An application for a revision of a CMR may be to correct an error, to clarify a requirement, or to make a change that cannot wait until review. It may require some degree of stakeholder consultation, depending on the nature of the revision. The following documents must be included:
- the revised CMR - CMR template (DOC, 54KB)
- annotated copies (by hand or electronically) of the registered version of the CMR, to indicate the changes. If tracked changes have been used, please submit with 'original showing mark-up'.
- a completed Application for approval of CMRs (DOC, 107KB)
- a completed CMR Evaluation checklist (DOC, 135KB)
- a completed CMR Change report (DOC, 32KB), outlining the changes and the timeframe(s) for organisations with consent to assess to become compliant, which will be published with the new version of the CMR.
