Delivery site changes
As a registered provider, you are required to notify NZQA of any new or changed permanent delivery sites
Notify NZQA
A representative of the organisations management team must notify NZQA of any new or changed permanent delivery sites. This notification must include:
- a copy of the lease or tenure agreement OR a copy of the ownership papers
- approval from local government, that the site is appropriate for the delivery of education
To notify NZQA of the change, make an online application via the TEO Self Services:
- Log on to the TEO Self Services using your ESAA user ID and password
- Select TEO Applications > Create Application
- Choose New Site application (even if it is a site change)
- Enter the details in the application wizard. Attach all supporting documentation to the application.
- If you are planning on having international students based at your new delivery site, you must also apply for approval of the new or changed site with the Code Office following approval from NZQA.
Delivery sites
Permanent site
A teaching site is considered to be permanent when a provider has a regular and ongoing presence at the site. The provider is likely to either own the premises or have a lease or rental agreement that provides security of tenure.
This ensures that learning is conducted in a stable environment over a period of time. "Regular and ongoing" could mean anything from five days per week for 52 weeks a year, to one day per week for 26 weeks of the year.
Temporary site
A temporary site would be used only occasionally and would not warrant the provider entering into long-term arrangements for tenure. Typically, the provider will rent a venue for a few days throughout the year to offer either short or block courses.
A provider does not have to apply to NZQA for approval to use temporary sites. However, the provider must have systems in place to ensure temporary sites are checked for suitability as teaching venues and that health and safety requirements are being met.
What happens next?
- NZQA analyses the notification to ensure the new site is going to be appropriate for the delivery of education or training
- an NZQA Analyst will make additional inquiries, or requests for information if required
- NZQA, in some instances, may wish to visit the new site
What will it cost?
NZQA charges $150 per hour (GST exclusive) for analysis of applications. If NZQA needs to visit the site, you will only be charged for the time, and not any additional expenses.
Degree programmes
Degree programmes are site-specific. If you offer degree programmes, and wish to offer one or more of these at the new site, you will need to make a Category 2 course change application. Sub-degree programmes (excluding the New Zealand Diploma in Business) can be offered from the new site with no additional approval or accreditation required from NZQA.
