Visual Arts verification and assessment - Levels 1, 2, 3 and Scholarship in 2006

This circular provides information about:

  • Visual Arts verification and assessment mail-out to schools (all Levels)
  • preparation of submissions (all Levels)
  • procedures for authentication, compassionate consideration and reconsideration of candidate work (all Levels)
  • entering provisional results online for Levels 1 and 2 verification.

A mail-out to schools will take place on Friday,13 October 2006. The mail-out will contain a copy of this circular and:

Levels 1 and 2 verification

  • instructions for entering provisional grades online / printing submission schedules
  • courier tickets and address labels.

Level 3 and Scholarship assessment

  • policy and process for authenticating candidate work
  • bar-coded address and serial code labels for each candidate
  • compassionate consideration portfolio labels for Level 3 (coloured A4 sheets).

Levels 1 and 2 Verification

Preparation of submissions (Levels 1 and 2)

The assessment specifications for each standard describe the size, dimensions and construction required for submissions at all levels and can be found on the Qualifications Authority’s website (www.nzqa.govt.nz).

  • Use the Search Standards and Assessment search box to enter Visual Arts.
  • Use the drop down box underneath to select Assessment Specifications.
  • Select the Level and search.

Schools send one submission for Level 1 for standard 90020. For Level 2, schools with candidate entries in two or more fields should submit work from two fields only.

Levels 1 and 2 verification

Level 1

Due date in Wellington:

Tuesday 31 October

The due date for Level 1 submissions to arrive in Wellington, and for the provisional entry of results, is Tuesday 31 October.

CourierPost should be contacted on either Thursday 26 or Friday 27 October to arrange pick-up. Schools in rural areas should contact CourierPost on Monday 23 or Tuesday 24 October.

Level 2

Due date in Wellington:

Tuesday 7 November

The due date for Level 2 submissions to arrive in Wellington, and for the provisional entry of results, is Tuesday 7 November.

CourierPost should be contacted on either Thursday 2 or Friday 3 November to arrange pick-up. Schools in rural areas should contact CourierPost on Monday 30 or Tuesday 31 October.

To arrange pick-up, or in the case of any difficulties, telephone 0800 COURIER (0800 268 7437) and press ‘0’ to speak with an operator at CourierPost.

Provisional Result Entry and verification submission schedule

Schools must enter all provisional results via the web-site. Provisional results for Level 1 must be entered by Tuesday 31 October , and for Level 2 by Tuesday 7 November . Instructions for entering provisional results on line for all Level 1 and 2 external standards are attached to this circular. These have changed – please read them .

For each standard, you must indicate on the NZQA website the candidates whose work will be submitted for verification.

Schools send for verification:

  • seven portfolios if they have more than 7 candidates
  • all portfolios if there are fewer than 7 candidates.

(This is a change from the 2006 assessment specifications)

Portfolios selected for verification should represent the spread of results awarded in the school for the standard being assessed. Do not include portfolios that have been problematic or atypical.

For Level 2 submissions, schools may submit work from fields that have not been previously verified. (This is a change from the 2006 assessment specifications)

Once the samples for verification have been indicated online, a verification submission schedule must be printed for inclusion with the school’s submission. The attached instructions include information on how to do this.

The verification submission schedule includes provision for schools to sign-off permission to use photographs of student work for reporting purposes, and authentication of submissions. Please note that copies of assessment activities and assessment schedules are NOT required for verification.

Levels 1 and 2 submissions

Art bags Schools are provided with one art bag per standard submitted (maximum of three bags).

Level 1submissions: These are sent in blue art bags (some schools may still be using green canvas bags).

Level 2submissions: These are sent in red bags. Schools should send submissions from a maximum of two external standards (two red bags).

Each candidate’s portfolio must have the candidate’s NSN and school code clearly displayed. Print these in clear figures, 4 cm high, and attach them both inside and outside, to the top right-hand corner of the portfolio (e.g. 123456789 – 0024).

Candidate work needs to be fixed securely and dry.

LEVELS 1 and 2

After verification

Submissions will be returned to schools immediately following verification. Check the bags to ensure that the correct portfolios have been returned. Please contact NZQA promptly if there are any discrepancies in the returned submissions.

Please note that any old green canvas bags that are beginning to disintegrate may be replaced at the verification venue with new bags for schools to use in subsequent years. These bags are the property of the Qualifications Authority.

Review reports

Review reports are written for submissions that receive significant changes to provisional results after verification. The review reports are mailed to schools shortly after the verification process. Comments are not provided for submissions where there are few changes resulting from verification.

Entering and generating final results

After the return of portfolio submissions, schools must allocate final grades for their remaining candidates based on the results of verification. These areentered electronically. Web instructions for completing final grade schedules electronically will accompany the portfolios returned from verification.

Dates

The due date for schools to electronically enter their completed final results is Wednesday

29 November 2006. Final grades for ALL candidates (including those retained by the school) are confidential until candidates receive their results in January 2007.

Authentication of candidate work – Levels 1 and 2

Schools manage policies and procedures for authenticating candidate work that is assessed on site. Schools are requested to certify, on the printout of their submission schedule sent with each submission, that each portfolio entered is the candidate’s own work.

Compassionate consideration - Levels 1 and 2

Schools manage policies and procedures for compassionate consideration for work that is assessed on site.

Reconsideration of assessment - L evels 1 and 2

Schools manage policies and procedures for reconsideration of candidate work that is assessed on site. This year NZQA is implementing an appeal process for work submitted for verification. Details of this process will accompany the portfolios returned to schools after verification.

Level 3 and Scholarship assessment

Labelling Level 3 portfolios

It is essential that the correct labels are attached to candidate portfolios. Schools are advised NOT to let candidates attach labels themselves.

Place larger label at top right Place smaller label at top right

The outside label

  • shows the address for the return of the portfolio
  • reads "Place this label at the TOP RIGHT on the OUTSIDE of the portfolio". If this address is incorrect, please cover it with a sticky label and write the correct address clearly on the label.

The inside (artwork side) label

  • shows a four-digit serial code
  • reads "Place this label at the TOP RIGHT on the ARTWORK side of the portfolio".

If a candidate is submitting portfolios for more than one NCEA Level 3 Visual Arts standard, ensure the correct label is attached to the correct portfolio. Please check that the labels attached to the outside and inside of the portfolio are for the same standard.

Labelling Scholarship workbooks and associated portfolios

Please follow all of the instructions given above for labelling portfolios for Level 3. Anadditional label(s) carrying the serial code(s) will be sent for NZ Scholarship candidates to affix to their clearfiles of workbook extracts. These labels, for portfolios of Scholarship candidates, carry bar-coded information about Scholarship entry.

Clear file of workbook extracts

Reminder – photographs of the portfolios accompanying the workbooks must be clearly visible inside the first plastic envelope of the appropriate workbook.

Submission of Scholarship portfolios and workbooks

Please send each Scholarship portfolio and workbook submission together . Scholarship portfolios and workbooks will be logged in electronically at the venue at the same time as the Level 3 submissions. The workbooks will be stored securely during Level 3 assessment.

NZQA does not supply courier labels for Level 3 and Scholarship submissions . It is strongly recommend that a courier be used for the delivery of portfolios to the Walter Nash Stadium. The ‘Customer Copy’ of each courier label attached to a portfolio must be retained by the school for tracking purposes in the event of the non-arrival of a portfolio.

Portfolios will be returned to the address on the label. Ensure that the return address shown on each portfolio label is accurate and, if not, make any changes.

Due date

Submissions for Level 3 and Scholarship must arrive at the Walter Nash Stadium on Thursday, 16 November 2007 . Please note that Qualifications Authority staff will not be at the Walter Nash Stadium before 16 November.

Schools and candidates should contact their courier service by noon on Monday

13 November at the latest to arrange pick up. Schools and candidates in rural areas should allow 1-2 days extra for delivery.

Authentication of candidate work - Level 3 and Scholarship

Schools are required to forward to NZQA the identities of candidates whose work they are unable to authenticate. The policy for authentication can be found on the form attached to this circular.

Compassionate consideration - Level 3 and Scholarship

The policy, process and application form for compassionate consideration at Level 3 can be found in circular A2006/036 date 11 September 2006.

There is no compassionate consideration process for Scholarship.

Reconsideration of assessment - Level 3 and Scholarship

Information about the reconsideration process for Level 3 and Scholarship will be sent to schools and candidates in January 2007.
