Clarification of random selection procedures for external moderation

Schools are reminded of the requirement to randomly select student work for external moderation. Schools should have a random selection method which uses:

  • alphabetical lists
  • a numerical system
  • another method devised by the school and approved by the school’s NZQA School Relationship Manager (SRM).

Key aspects of random selection are that the selection of marked student work:

  • occurs at the end of the marking process, once all work has been assessed and results entered in the school’s SMS or online (please confirm with your SRM if you plan to pre-select a sample of student work from which you will randomly select)
  • is undertaken by someone other than the teacher who marked the work
  • is made from the list of students who submitted work for assessment, irrespective of the grade awarded and there is evidence available to send for moderation
  • follows an approved random selection method.

To ensure it remains random, schools may vary their random selection method from year to year, by changing, for example:

  • the l etter of the alphabet at which the selection begins
  • the frequency of selection (e.g. every 4th name)
  • the sample from which the selection is made (e.g. drawing two English teachers’ names from the hat and videoing only speeches in their classes)
  • the school’s random method to a different one.

Further detail is explained in the Guidelines for the Selection of Student Work for Moderation

The guideline has been updated and contains information about random selection methods with examples, teacher-selected evidence, questions and answers about selecting work for moderation, and the list of secondary and tertiary moderation systems.
