First Steps
The Authority has already taken two important steps to make progress on quality assurance and the broadened framework of qualifications.
Meeting of inter-institutional bodies - towards a consultative group
On 10 April 2000, the Authority's Chief Executive, Norman Kingsbury, will meet with representatives of organisations directly involved in the quality assurance of tertiary providers, courses and qualifications. This meeting follows a less formal forum last year. The meeting will be asked to consider the establishment of an ongoing Consultative Group.
Norman Kingsbury says the Authority will maintain the existing direct links with each body, but a general exchange of information and matters of concern would be aired in the Consultative Group. "We are serious about carrying out our responsibilities with regard to quality assurance and the broadened framework of qualifications. And the most effective way of doing this is to work collaboratively."
The new Consultative Group would include representatives from the relevant elements of the New Zealand Vice-Chancellors' Committee, the Association of Polytechnics in New Zealand, the Association of Colleges of Education of New Zealand, and the Qualifications Authority. Norman Kingsbury says that he also hopes the Ministry of Education will join the Consultative Group because of the implications of quality assurance for its work, especially funding.
Specifically, the groups likely to be represented on the Consultative Group are:

Committee for University Approvals and Programmes (CUAP)

Academic Audit Unit (AAU)
-
Colleges of Education Approvals Committee (CEAC)

Quality Assurance Services (the business unit of NZQA)
-
Te Tauihu o nga Wananga (the national association of wananga)
-
Ministry of Education.
Private training establishments and other organisations for which the Authority has audit responsibilities will have direct input into decisions on quality matters through their relationship with NZQA's Quality Assurance Services.
